As a Human Resources Specialist, you will serve as subject matter expert, leading teams in the development and oversight of Human Resource policies and programs.

The qualifications for this position must be met by 11:59 PM (Eastern Time) on 03/23/2026.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 03/23/2026 Application Limit: This vacancy is limited to the first 150 applications received.

You must have experience performing the following duties: Managing human resources programs at the department or component level.

Developing policies and/or evaluating the impact of new or proposed policies with departmental or government scope in areas including but not limited to experience with policies affecting pay compensation, leave administration, or organizational design.

Providing authoritative advice ensuring alignment with organizational goals and readiness outcomes to senior leadership, presenting briefings, developing reports, and maintaining effective working relationships with leaders, managers, and customers at all levels.

  • Perform the full range of HR program management duties, including designing and carrying out special studies, and developing policy and guidance and other related duties as assigned.
  • Review, identify, and propose alternative human resource policies; and analyzes, explains, proposes and defends the relative merits of available options.
  • Provide expert advice on complex human resource issues and recommend program plans, goals, and objectives that support major organizational changes and the HCT mission.
  • Serve as project lead and/or collaborate with team members to carry out highly complex special projects and assignments that involve coordination with the internal and external stakeholders.
  • Develop approaches to interpret and implement legislation, policies, procedures, and strategies governing the planning and delivery of large-scale human resource functions, information systems, and services.
  • Provide human resource policy guidance in the areas of compensation, leave administration, classification, recruitment, employee benefits, HR information systems, employees relations, workplace flexibilities (e.g. alternative work schedule).
