This position is located in the Small Business Administration, Office of Human Resources Solutions, Strategy, Policy, and Accountability Division.
This position develops and provides guidance on complex human resources issues to senior managers, and all levels of human resources personnel in the development of new policies and programs, directives, and human capital strategies.
GS-13: One year of specialized experience, equivalent to the GS-12 grade level in the Federal service, obtained in either the private or public sector: 1.
Administering the full spectrum of a human resources program specifically in the area of staffing, recruitment, and classification; and 2.
Reviewing, analyzing, interpreting, and applying human resources policies, regulations, and procedures to advise managers and employees on human resources related matters; and 3.
Developing agency policies, guidance, and procedures in areas of staffing, recruitment and classification. These qualifications must clearly be demonstrated in your resume.

Major Duties:
The Human Resources Specialist will be responsible for: Providing expertise for a variety of human resources specialties such as recruitment and placement, compensation, employee relations, work- life, performance management, classification, or labor relations.
The incumbent provides technical and analytical support to SBA managers, attorneys, Human Resource Specialists and others.
Conceptualizing and developing Agency HR policies, and for providing advice and assistance to senior managers, HR specialists, and program support personnel on major program policies, practices, operations, and strategies.
Representing the SBA as a subject matter expert on panels or as a presenter on a wide variety of HR topics, HR governance, compliance strategies, or implications of regulatory changes at Agency-wide conferences, U.S.
Office of Personnel Management (OPM) or other interagency briefings and conferences. Representing SBA at executive briefings on HR management issues.
Providing the Agency's position, as supported by policies and operational practices, on government-wide HR issues at these meetings.
Developing research papers and supporting documents to be used by Agency attorneys and management officials as the basis for requesting additional resources or systems, modifying requirements or justifying actions that impact HR priorities, programs, plans or operations.
Developing written training materials and reference guides for complex training programs.
Assisting in the development of training plans for other facets of HR training, as appropriate to ensure the content is compliant with laws, regulation, and policies.
Writing updates and additions to Agency policies and provides comments and coordination on proposed regulations and other Agency policies.
Formulating and disseminating formal and informal directives through Executive summaries, white papers, instructions, written guides, or forms. Performing other duties as assigned.
