Note: Actual salary includes locality pay (15-40%+ depending on location).
This job is for an experienced HR specialist at the National Archives, where you'll act as a key advisor on things like job classifications, hiring, benefits, performance reviews, and workforce planning, especially in a setting that deals with historical and cultural materials.
It's ideal for someone with deep HR knowledge who can handle tricky situations, like reorganizing teams or dealing with disputes, and who enjoys working closely with leaders to improve how the agency runs.
You'll need to be great at communicating and solving problems based on government rules.
This position is part of the National Archives and Records Administration, Office of Human Capital.
The incumbent serves as an expert and a strategic business partner and may be assigned to various roles in one or more of the service lines of delivery including: classification, staff acquisition, benefits and retirement, accountability, HR systems and strategy, data analysis, performance management, awards and recognition, and/or strategic workforce/succession planning.
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Specialized experience for the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.
Specialized experience for this position includes all of the following: Experience independently classifying complex, mixed-grade, and interdisciplinary positions in highly specialized cultural, historical, or scientific Experience advising senior executive leadership on organizational design, span of control, and strategic position management for large-scale reorganizations within a specialized or cultural agency framework.
Ability to independently conduct highly contentious or complex desk audits, including drafting legally defensible evaluation statements that withstand administrative appeal or union grievance.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

In addition to the above requirements, you must meet the following requirements, if applicable (as defined in 5 CFR 300, Subpart F): Time-in-Grade: For the GS-13, you must have been at the GS-12 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Major Duties:
As a Human Resources Specialist, you will: Answer complex questions related to a full range of Human Capital Operations applicability and delivery issues.
Identify the need for and write Human Capital policies, seeking input from interested parties. Work with managers and employees to ensure understanding of new or revised policies.
Coordinate the advisory of labor relation enquiries with other offices and other appropriate internal and external organization personnel.
Track, monitor, and resolve problems that arise and make recommendations based on regulatory and policy guidance.
Communicate with various levels of personnel throughout NARA, other Federal agencies, and in the private sector, both interpersonally and in writing.
Research both federal and NARA regulations to provide interpretations and effectively resolve labor relations, staffing, recruitment and classification enquiries.
