Job Description

Summary

This job involves working in the Department of Defense's HR team to study staffing needs, analyze workforce data, and help create plans for future employee requirements in educational activities.

About the Position: This position is with the Human Resources (HR) Division, Human Capital Management (HCM) Branch, Strategic Workforce Planning Team located at the Mark Center Building in Alexandria, VA.

The Mark Center is the new location for the Washington Headquarters Services of the United States Department of Defense and a number of other DoD agencies.

Specialized Experience for GS 11: One year of specialized experience which includes conducting studies of current and/or future staffing needs, analyzing data to develop appropriate conclusions and/or recommendations, assist in the development of a strategic workforce planning model for managers to assess/analyze their workforce.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

[remove LL.M., if unrelated] in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: human resources management, industrial relations, public administration, political science, business administration, psychology, labor relations or education.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience for GS 12: One year of specialized experience which includes conducting studies of current and/or future staffing needs, analyzing data to develop appropriate conclusions and/or recommendations, analyzing gaps of the workforce to develop strategic human capital plans, and providing complex advisory human resource services to mangers.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above).

Some federal jobs allow you to substitute your education for the required experience in order to qualify.

For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Major Duties:

  • Develop a strategic workforce planning model for managers to assess and analyze their workforce.
  • Evaluate strategic human capital planning needs to support the agency strategic workforce planning mission.
  • Recommend strategies for succession planning.
  • Apply a wide range of Human Resource Management policies to solve a wide range of complex Human Resource Management issues.
  • Research trends and/or patterns of HR studies.
  • Provide customer support to the general public or employees by researching, coordinating, gathering, and formulating information.
  • Interpret data, policy and/or regulatory material to perform workforce need analysis and succession planning.
