The primary purpose of this position is to serve as an Air Reserve Technician (ART) Officer in the Air Force Reserve Command (AFRC) Director of Manpower, Personnel and Services to ensure the development, implementation, and management of effective manpower, personnel, and services policies and processes and to provide advice and guidance programs to meet mission requirements.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Group Standard for Administrative & Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-14 level in federal service (or equivalent in other pay systems) which equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position.

Specialized experience is experience which includes justifying, defending, or negotiating for resources and ensuring compliance with established policies, regulations, or concepts; actively participating in conferences, meetings, hearings, or presentations addressing issues of significant consequence and expertise in the principles, policies, and current trends governing military and civilian manpower, personnel management, and service member support programs.

Knowledge of a wide range of concepts, principles and current trends and developments in manpower, military and civilian personnel and services programs, policies, and objectives. 2.

Ability to objectively analyze information, identify new developments, and direct appropriate military and civilian personnel and resources management policies, goals, objectives and program activities.

3. Ability to develop effective policies, goals and sound personnel management practices to successfully direct the manpower and personnel and services programs. 4.

Skill in establishing and maintaining effective working relationships with staff, higher level officials and lateral organizations. 5.

Knowledge of safety and security regulations, practices, and procedures. 6.

Ability to plan, organize, and direct the functions of the A1 Directorate and to mentor, motivate and appraise the staff of an organization through subordinate supervisors. 7.

Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL INFORMATION: THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.

This is an Air Reserve Technician (ART) Officer position located at HQ AIR FORCE RESERVE COMMAND, with the military rank of Brig General, O-8, AFSC: 90G0.

Air Reserve Technicians are part of the regular civil service and enjoy all the benefits granted to Federal employees in the competitive civil service.

In addition, ARTs are required to maintain active membership in an Air Force Reserve unit so long as they occupy Air Reserve Technician positions.

As members of reserve units, ARTs receive on average one weekend of military training per month.

In addition, they are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay.

Air Reserve units and members are subject to immediate call to active duty in mobilization to meet a national emergency. Males born after 12-31-59 must be registered or exempt from Selective Service.

120-DAY COMPETITIVE CERTIFICATE: This vacancy announcement may be used to fill like vacancies for 120-days from the closing date.

Applicants may be referred for consideration as/if additional vacancies occur during this period. Major Duties:

Serve as the Air Force Reserve Command (AFRC) Director of the A1 staff, which includes the Reserve AGR Management Office (REAMO), Professional Development Center (PDC), and all other command personnel, manpower and organization, and services programs.

Plan, develop and direct sound, comprehensive force development and management policies /programs supporting the Air Force transformation process (e.g., Total Force Concept); and optimizing the ability of the Reserves to support joint expeditionary operational forces and accomplish assigned missions.

Direct, coordinate and oversee work through subordinate supervisors. Advise staff regarding policies, procedures, and directives of higher-level management or headquarters.

Approve leave for subordinate supervisors and ensure adequate coverage in organization through peak workloads and traditional holiday vacation time. Demonstrate sensitivity to ideas of subordinates.

Represent the A1 directorate at high-level meetings, boards, conferences, and meetings.

Maintain continuous liaison with senior management in AFRC, the Guard, other Major Command (MAJCOM) and Department of Defense (DoD) organizations, and Air Staff.
