Job Description

Summary

This job involves leading a team that handles employee relations and labor relations for civilian staff in the Air Force, including advising on workplace issues, union matters, and performance problems.

It requires supervising nonsupervisory employees, making decisions on complex HR situations, and ensuring compliance with federal rules.

A good fit would be someone with strong HR experience in government settings, leadership skills, and the ability to stay calm in tense situations involving employees and unions.

The primary purpose of this position is: To serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to Employee-Relations and Labor Relations function of the Civilian Personnel staff.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Human Resources Management, Series 0201.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems.

Examples of specialized experience includes: 1) Providing knowledge and understanding of complex Federal Human Resources management functions, theories, and techniques, the basic relationships of the various Human Resources disciplines, and management objectives as they apply to specific matters.

2) Applying knowledge of a wide range of employee relations concepts, case law, principles and practices, and legal and regulatory requirements sufficient to research, analyze, interpret, and draw conclusions on complex legal issues, problems, and situations and advise managers on appropriate responses to a variety of bargaining unit actions and/or appropriate corrective techniques for a range of conduct and performance issues.

3) Planning, organizing, and directing the functions and staff of a small to medium sized organization.

4) Performing in-depth research, gather facts, and use extensive and effective analytical and evaluative methods to accurately assess information and make sound decisions involving complex recruitment and placement problems.

5) Communicating orally and in writing and establishing and maintaining effective working relationships with all levels of personnel to include explaining rules and procedures to employees and advising on their rights and obligations and encouraging objectivity in situations that may be charged with emotions and assumptions.

6) Adjusting work operations to meet emergency or changing program requirements within available resources and with minimum sacrifice of quantity and quality of work.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: In-depth knowledge of a wide range of employee relations concepts to provide oversight and supervise EMR specialists in the Civilian Personnel Office.

Requires skill in interpreting case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex legal issues, problems, and situations; and advise senior managers regarding corrective techniques in response to a wide range of conduct and performance problems Knowledge of safety and security regulations, practices, and procedures.

Requires skill in interpreting labor/Union case law, principles, practices, and regulatory requirements sufficient to perform detailed analyses; draw conclusions on complex labor legal issues, Union problems, and contract situations; and advise senior managers in response to a wide range of Union issues and contract negotiation situations across JB MDL.

Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Plans, organizes, and directs the activities of Employee-Management Relations (EMR) and Labor Management Relations (LMR) functions in the Civilian Personnel Section, ensuring that EMR and LMR work complies with legal and regulatory requirements and meets customer needs.

Exercises supervisory personnel management responsibilities. Represents the Civilian Personnel Office on EMR and LMR issues with a variety of installation and functional area organizations.

Frequently reviews, troubleshoots, and resolves difficult employee relations and labor relations issues, many of which are unique and not covered by available precedents.

Prepares written correspondence and other documentation.
