Human Resources Generalist needed to assist in a variety of complex administrative responsibilities supporting a highly diverse workforce.

Position is conveniently located in Charleston in comfortable working environment. Duties of this position directly support the human capital and employment initiatives for a regulatory agency.

A vital part of the HR team, this position has growth potential.

Under general supervision, perform a variety of full-performance level duties supporting the Human Resources Unit in multiple areas of human resources functions.

Perform primarily in areas of staffing, employee relations, classification and compensation, and timekeeping. Assist with special projects as assigned and provide back-up support to other HR Unit personnel and areas, increasing efficiency and effectiveness of the Unit’s operations.

Collect and maintain data pertaining to agency employees and applicants, work with a significant amount of confidential and sensitive data, and maintain a high degree of confidentiality in this role.

The successful candidate must have working knowledge of and provide interpretation of applicable laws, rules and policies.

  • Duties: Perform a variety of work across multiple areas of human resources.
  • Perform duties specific to staffing functions, including preparation of job postings, register requests, and requests for special job listings.
  • Prepare materials for hiring management’s access to applicant pool, archive hiring and selection materials and develop applicant records archival and management for use in candidate sourcing.
  • Participate in selection interviews, as HR member on interview panel.
  • Review personnel action requests for appropriate action and compliance with applicable guidelines. Draft and review proposed HR documents and transactions utilizing wvOasis systems. Review and make UKG entries.
  • Provide advice and counsel to management and employees on various policy and procedural matters. Seek counsel of HR attorney in application of laws and policies as required, and research historical precedent as required.
  • Conduct human resources related training, employee orientation and onboarding.
  • Perform various other administrative and support functions for the unit, including maintenance of unit and agency records, organizational charts, databases, etc.
  • Effectively communicate, verbally and in written form, with diverse groups.
  • Initiate staffing and other personnel transactions, utilizing wvOasis, HRM, UKG, NeoGov and other systems.
  • Develop and maintain databases, spreadsheets, templates, forms and reports, utilizing Microsoft Office and other computer products.
  • Perform other related duties as required.

Qualifications

Training: Bachelor's degree from a regionally accredited college or university.
Substitution: Candidates may substitute related experience for the required education at the rate of one (1) year of experience for thirty (30) semester hours of education.

Experience: Two (2) years of full-time or equivalent part-time paid professional human resources, payroll, bookkeeping or accounting experience.
Substitution: Graduate coursework from a regionally accredited college or university may substitute for the required experience at the rate of one (1) year of experience for fifteen (15) semester hours of education.

Note: A valid driver's license may be required.

Additional Information

Physical requirements may include the ability to lift files and file boxes up to 25 pounds.

Special salary range for the Public Service Commission:

The Public Service Commission has established a salary range of $53,683 to $85,676 for this classification.
