Full Job Description

This position is part of the Department Of Energy's Office of the Chief Human Capital Office, Office of HR Operations & Client Services in the Talent Operations Division.

As a Human Resources Business Partner, you will provide strategic Human Resource management expertise and support to one or more DOE organization(s).

You will work closely with Program Office management providing advisory services that aid in the development of human capital (HC) strategies and programs.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service.

Specialized experience for this position is defined as meeting 2 of the following 3: Serving as a strategic advisor regarding human resources policies in areas such as workforce planning, talent management, organizational development and design, succession planning, position management or human capital planning.

Delivering data driven, and customer-focused human resources services and solutions that meet organizational needs and support customer objectives, and goals.

Analyzing workforce data and trends to make recommendations to improve human resources initiatives and programs. Limit your resume to no more than two (2) pages.

Veterans shape the future of energy As a Human Resources Business Partner, you will: Monitor, evaluate, and consult on the full range of HR programs including but not limited to strategic human capital planning and management, organizational alignment, position management, succession planning, workforce development, organizational design, development, and resolving systemic human capital system related issues.

Provide expert HR consultation for regulatory and policy interpretations on sensitive and interrelated HR and program issues that crosscut HR functional areas.

Collaborate with other HR Business Partners, HR Specialists, and management officials to address Department-wide HR issues that involve a workforce comprised of Civil Servants, contractors, and other unique partnerships.

Interpret and apply HR policies, regulations, and precedents to provide expert advice and develop supplemental guidance for management and staff.

Propose solutions in order to recommend improvements to human resources structure and functions.

Plan, administer and evaluate HR programs by utilizing data analytics to identify needs, opportunities and developmental requirements.
