Hiring Range: $94,000.00 - $100,000.00 annually
This position has an anticipated work schedule is Monday - Friday, 8:00 AM - 5:00 PM, with flexibility required. Hybrid schedule may be available upon successful completion of the initial evaluation period; subject to change.
Due to the sensitive nature of this role, additional background checks may be required, including a Government Program Fraud check and Child Welfare Abuse & Neglect database (TRAILS) check.

This position plays a critical role in gathering, interpreting, and presenting data, thereby providing agency leadership with insight that drives efforts toward continuous quality improvement and streamlining of program delivery. Provides strategic direction on data utilization, analysis, presentation, and sharing. Ensures the agency has the foundational capability to identify, plan, prioritize, and conduct analytical projects and investigations. Applies relevant analytical methods and evidence-based best practices. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function. This position may be subject to grant funding.
Requirements
Responsible for leading the data analytics team working in the collection, analysis, and visualization of performance metrics; provides supervision, mentorship, guidance, and training to staff.
Conducts performance evaluations and motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process.
Provides expertise to guide the identification, collection, storage, and evaluation of data required for current and future business needs, including the evaluation of programs and projects. Manages and provides programming and scripting expertise, such as SQL. Oversees data collection, exploration and analysis, reporting, and presentation to support the administration of programs, community coalitions, and/or strategic partnerships. Monitors performance and quality control plans to identify improvements.Develops and maintains program strategies, goals, policies, procedures, and best practices in conjunction with the appropriate leadership team(s). Develops internal processes and procedures to ensure data analytics are completed accurately, efficiently, and to the highest standards.Leads the planning and development of reports, summaries, and data visualization tools. Collaborates to share data via presentations, media outlets, online platforms, and other venues.Understands and ensures compliance with the principles of data governance, research, evaluation, data sharing, and legal implications related to privacy involving these activities. Assists the leadership team and other staff to build capacity, experience, and comfort in interpreting and applying data to decision-making. Champions a culture of technology and data-driven decision-making within the agency and innovative solutions toward this end with the support of the team. Gathers information, prepares materials, and delivers presentations to executive leadership, County staff, community groups/partners, external agencies, and the public, as appropriate. Participates in internal and external committees as a representative of the agency, as requested.In collaboration with training/staff development or appropriate staff, develops and implements effective data analytics, system, and database training for staff, as needed. Performs other duties as required.Supervision Exercised: This classification requires supervising and monitoring performance for a regular group of employees or unit(s) including providing input on hiring/disciplinary action and work objectives/ effectiveness, performance evaluations, and realigning work as needed. A first-line or second-line supervisor typically performs these tasks.
Supervision Received: Receives administrative supervision. This classification typically performs job duties and resolves conflict according to their own judgment and initiatives, requesting supervisory assistance only when necessary. Special projects are managed with little oversight, and assignments may be reviewed upon completion. Performance reviewed periodically.
Qualifications
Knowledge, Skills & Abilities- Working knowledge of data analytics, research methodology, principles, and procedures.
- Knowledge of continuous quality improvement process methodologies and tools.
- Demonstrated skills in data management, analysis, and visualization, as well as in writing scientific reports and data summaries.
- Knowledge of rules, regulations, policies, and procedures related to functional area.
- Knowledge of statistical analyses, datasets, and associated software such as SAS, R preferred.
- Highly organized with strong attention to detail. Exceptional time management, problem-solving, and critical thinking skills. Strong mathematical, quantitative, and qualitative skills.
- Demonstrated leadership skills; ability to develop and support a team with trust, compassion, collaboration, and ownership.
- Effective communication skills; ability to present complex problems and solutions in ways that are easy to understand, tailored to audiences of stakeholders with a range of technical expertise in the related programs.
- Ability to collect, synthesize, and analyze data. Ability to develop recommendations regarding the cost-effectiveness and quality of services and programs.
- Ability to maintain a high level of proficiency related to research and analysis of a variety of systems used by El Paso County and the corresponding program policies.

Required Education & Experience- Bachelor’s degree in statistics, research, computer science, information systems/technology, or related field.
- Four years of related professional experience may substitute for the required degree.
- Four years of experience with data analytics, including collecting, analyzing, and utilizing data to improve program, process, and/or service outcomes.
- Experience with report development using Microsoft Power BI, Tableau, or similar products.
- One year of supervisory or leadership experience.
Preferred Education & Experience- Two years of supervisory or leadership experience.
- Experience with project management.
- Experience with data analytics software.
- Experience with SQL or other programming language(s).
- Experience creating and maintaining data visualizations, such as dashboards or infographics..

Additional Information
Duties are primarily performed in a high-volume office and remote work environment dependent upon Department discretion and business needs. May be required to work evening and weekend hours. Based on the assignment, this position may occasionally require performing or assisting with field inspections or site visits.
