This position is located in the Systems and Data Analytics Section, Talent Services and System Division, Human Capital Directorate, Chief Operating Officer. The position description number is 388483.

The salary range reflects the locality pay adjustments for the Washington, D.C., Metro area.

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

This position is located in the Talent Payroll, Benefits and Retirement Section, Talent Services and Systems Division, Human Capital Directorate, Chief Operating Officer.

The incumbent performs generalist duties related to HR and its servicing of the Library of Congress.

Duties relate to the areas of interpreting and applying a variety of guidelines and/or regulations, utilizing computer technology and software applications, and interacting collaboratively with HCD staff in a team environment and with Library employees.

Provide HR services by communicating in writing and responding to service requests and questions, emails, and other communication tools such as presentations and Word documents.

Understanding the application of customer service principles is critical. The incumbent will be trained on reviewing and processing the full range of personnel/pay actions.

Will be trained on researching and applying applicable laws and regulations and establishing and maintaining employee Official Personnel Folders (OPFs) and Employee Performance Files.

Also, will be trained on verifying employment and employee information requested by managers, informing operating personnel of regulations and administrative procedures governing the use of files and personnel records as well as forwarding personnel records to the National Federal Records Center as needed.

The incumbent will be trained on serving as a troubleshooter and resource person for various personnel processing questions, assisting in completing required employment forms, providing information to new employees on benefit coverage and enrollment, and agency services and procedures, etc.

The incumbent will be trained in providing information on the basic features of employee benefit programs assisting employees in completing necessary forms to start, change, or cancel enrollment, and how to seek general information pertaining to retirement, life insurance, health benefits, leave benefits, and other benefits programs.

The incumbent will be trained on performing the full range of clerical support for HR tasks including requests for missing information from the submitting offices, compiling reports, and assisting with arrangements for events and ceremonies.
