This position serves as the VISN 20 Supervisory Human Resources Specialist - Employee Relations/Labor Relations (ER/LR) Chief, located in the Veterans Integrated Service Network (VISN) HR Shared Services Unit (SSU).

The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above.
Preferred Experience: Over three years supervisory experience; held program responsibility and/or subject matter expertise in Employee & Labor Relations, Worklife & Benefits, Reasonable Accommodation, and Performance Management & Awards.
Over three years experience providing technical consultation/advisory services to facility leaderships, including at the executive leadership level.
To be considered for a temporary promotion for this position at the GS-14 level, you must meet Time in grade requirements along with meeting one of the following listed Criteria: TIME-IN-GRADE REQUIREMENT: To be considered for the temporary promotion: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. For this GS-14 position you must have served 52 weeks at GS-13.
GS-14 SPECIALIZED EXPERIENCE: To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: Knowledge of laws, rules, regulations, case law, principles and practices related to employee conduct, performance and dispute resolution and other areas such as reasonable accommodation.
Knowledge of laws, rules, regulations, case law, principles and practices related to negotiating and administering labor agreements and providing guidance and consultation on a variety of labor relations matters.
~OR~ Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas.
Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector.
Qualifying specialized experience includes: Provides technical guidance regarding policies and procedures pertaining to Disciplinary Appeals Boards (DAB), Office of Whistleblower and Accountability Protection (OWAP), Office of Inspector General (OIG), Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), and Equal Employment Opportunity Commission (EEOC), plans and assigns workload for timely and amicable solutions for complaints, grievances, and disciplinary problems; ensures adequate training is provided for subordinates and station supervisors; represents management at arbitration; coordinates with other HR functions for action completion as necessary.
Develops guidance, standards, and procedures. Major Duties:
This position performs a full range of supervisory duties relating to supervision of ER/LR Shared Services staff.
Plans and directs work, assigns tasks, evaluates work performed, advises employees, handles complaints, grievances, and disciplinary problems regarding subordinate staff.
Provides advice and direction regarding production and quality requirements.
Duties include but are not limited to: Plans, organizes, directs, coordinates, reviews, and evaluates the work of subordinate HR staff network Employee and Labor Relations within a Shared Service Unit.
Advises executive leadership and management at the network and facility levels regarding improvements and changes.
Serves as subject matter expert in all areas covered by the Employee Relations/Labor Relations, Performance Management, and Drug-free Workplace for the Network.
Plans and coordinate policies, programs, and procedures; advise management; facilitate resolution of problems and disputes; and interpret and analyze human resources management laws, rules and procedures.
Reviews third-party involvement in negotiations and represents the network in complex cases, serves as a point of contact on third-party proceedings arising from the labor management programs, such as unfair labor practice charges.
Researches and interprets legal and regulatory program guidance, including case law, collective bargaining agreements, United States Code, Code of Federal Regulations, and VA Handbooks and Directives.
Responds to inquiries about disciplinary actions, grievances, and appeals concerning timeliness, documentation, and other requirements.
Serves as subject matter expert regarding policies and procedures pertaining to Disciplinary Appeals Boards (DAB), Office of Whistleblower and Accountability Protection (OWAP), Office of Inspector General (OIG), Federal Labor Relations Authority (FLRA), Merit Systems Protection Board (MSPB), and Equal Employment Opportunity Commission (EEOC), among others.
