Relocation expenses will not be authorized for this position. MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below.

Bachelor's degree from an accredited college or university and two (2) years of specialized experience in interpreting, analyzing, evaluating and applying federal human resources management principles, concepts, regulations and policies to advise managers on a variety of legal, regulatory, and procedural issues related to recruitment, staffing, position management, and organizational design.

OR At least four (4) years of specialized experience in interpreting, analyzing, evaluating and applying federal human resources management principles, concepts, regulations and policies to advise managers on a variety of legal, regulatory, and procedural issues related to recruitment, staffing, position management, and organizational design.

For both minimum qualifications, the applicant must have experience in applying a wide range of staffing and position classification concepts, practices, policies, precedents, and procedures, and the use of an automated staffing tool.

DESIRABLE QUALIFICATIONS Professional Certification(s) related to HR EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors.

Knowledge of position management and organizational design principles, concepts, and practices, sufficient to classify federal civilian positions and create position descriptions at multiple graded levels and occupational series.

Knowledge of federal staffing and placement principles, concepts, and practices sufficient to provide advisory services on a wide range of recruitment, staffing, and placement programs in the Competitive, Excepted, and Senior Executive Services.

Ability to independently execute a full life cycle on hiring actions, to include reviewing and evaluating position descriptions for accuracy and classification impact; developing and issuing vacancy announcements; adjudicating veterans' preference; issuing certificates of eligibles; setting pay in accordance with governing regulations; validating selections; and processing personnel actions.

Ability to accomplish work using a variety of automated personnel systems and programs.

Ability to work effectively (independently and within teams) across functional areas in a professional and collaborative manner to develop solutions through research and analysis.

Ability to communicate factual and procedural information clearly, both orally and in writing, to employees and management on complex or irregular issues.

This announcement provides the opportunity for a reassignment/promotion to Human Resources (HR) Analyst position with the Mission Support, Human Resources, Staffing and Classification team.

The successful candidate will be responsible for independently performing assignments and application of fundamental principles, concepts, techniques, and guidelines in the areas of recruitment, hiring, classification, and position descriptions.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position.

The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Journey Band level, equivalent to a GS-11 - GS-13. The salary range for this position is $85,447.00 - $158,322.00 and these figures include locality pay.

Provide full range of HR services and technical guidance to employees and management officials through interpretation of federal laws, policies, and Standard Operating Procedures (SOP).

Collaborate with hiring managers to review position descriptions, prepare and document recruitment actions, develop assessment questionnaires, create job announcements, facilitate rating processes for various types of hiring actions, and determine eligibility and qualifications.

Also, adjudicate veteran's preference and Schedule A. Apply and perform quality assurance on merit system principles and prohibited personnel practices in accordance with federal hiring regulations.

Troubleshoot, research, and develop solutions to difficult and complex problems associated with various recruitment, placement, and position management actions.

Prepare and present reports and briefings to senior leaders.

Conduct agency-wide workshops, seminars, and briefings to educate the workforce on various staffing programs and position classification standards.

Utilize HR platforms and automated application systems to post job announcements, create and record position descriptions, produce reports, and perform data analysis.
