As a/an Human Resource Specialist (Human Resources Development), you will serve as an advisor in planning and managing curricula for learning and development programs which includes designing, delivering, and reviewing programming.
You must meet the following requirements within 30 days of the closing date of this announcement.
GS 14 SPECIALIZED EXPERIENCE: Specialized experience for the GS-14 is one-year (52) weeks of experience at the GS-13 grade level or equivalent in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position is defined as experience: Providing technical advice, guidance, and recommendations on workforce training and development design; AND Developing new and evaluating established learning and development training courses; AND Performing strategic planning and conducting studies in the areas of training and development.
GS 13 SPECIALIZED EXPERIENCE: Specialized experience for the GS-13 is one-year (52) weeks of experience at the GS-12 grade level or equivalent in either public or private sectors, that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
Specialized experience for this position is defined as experience: Generating data and reports to assess agency training needs.; AND Designing and delivering instructional activities for face to face and virtual environments; AND Using analytical techniques to evaluate and identify root causes, to identify training needs and to develop or improve talent development programs or projects.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
Major Duties:
As a/an Human Resource Specialist (Human Resources Development), you will: Manage learning and development program(s) and design them to address customers' needs.
Serve as an advisor in planning and managing curricula for learning and development programs which includes designing, delivering, and reviewing programming.
Evaluate program effectiveness and recommendations, taking into consideration TEI Agencies' priorities, budget limitations, while still aligning with the TEI Director's vision and within the context of a continuous state development, and change.
Create and implement strategies and plan and assist with the advertising and marketing of the curricula, courses, programs and events.
Develop reports and give presentations for programs, providing briefings and reports to include developing and utilizing metrics to demonstrate progress, continuous improvement, value and innovation.
Serve as an advisor in curriculum planning for learning and development programs.
Responsible for the design, development and delivery, or selection and implementation, including evaluation, of curricula, courses, programs and events.
