Job Description

Summary

This entry-level human resources role supports Army civilian employees by handling tasks like hiring, training, benefits, and resolving workplace issues at military bases.

It starts at a developmental level and can advance with experience, involving advising managers and teams on personnel matters.

Ideal for someone with basic HR office experience who enjoys helping people and working in a structured government environment.

Key Requirements

  • Six months of HR office experience demonstrating knowledge in at least two areas: staffing, recruitment, position classification, management employee relations, labor relations, or training (for NF-03 level)
  • Eighteen months or more of HR office experience in at least two of the same functional areas, plus ability to analyze and resolve complex HR problems (for NF-04 level)
  • Proficiency in Microsoft Office programs including Word, Excel, PowerPoint, and Outlook
  • Ability to work with various human resources information systems
  • Knowledge of regulatory compliance for NAF (Non-Appropriated Fund) employment policies and directives
  • Highly preferred: Two years of experience in a NAF HR office and completion of training in basic staffing, customer service, organizational structure, basic writing, time management, or Career Path I

Full Job Description

This position could be located at Fort Irving, California, Fort Polk, Louisiana, Fort Hood, Texas or Fort Riley, Kansas. Incentives and Bonuses Incentives will not be paid.

This is a developmental position leading to the full performance level, NF-0201-04 NF-03 - (NAF/Developmental) A qualified candidate must possess the following: 1.

Possess six (6) months of work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations or Training.

2. Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook). 3. Ability to work with a variety of human resources information systems. NF-04 1.

Possess eighteen (18) months or more of work experience in a human resources office which demonstrates knowledge of at least two of the following functional human resources competencies: Staffing, Recruitment, Position Classification, Management Employee Relations, Labor Relations, or Training.

2. Experience analyzing, evaluating and recommending appropriate resolutions to complex interrelated Human Resources problems and issues. 3.

Possess prior experience using Microsoft Office Programs (Word, Excel, PowerPoint, Outlook). 4. Ability to work with a variety of human resources information systems.

The related work experience must have been equivalent in difficulty and complexity to the next lower pay band (NF-03).

In addition to the above qualifications, candidates who possess the following qualifications will be considered "Highly Preferred" or "Best Qualified": In addition to above minimum qualification requirements, applicants will possess two (2) years of prior work experience in a NAF Human Resources Office and have successfully completed of training in Basic Staffing, Customer Service, Organizational Structure, Basic Writing, and Time Management or completion of Career Path I.

Major Duties:

  • Provides a full range of HR services for managers and employees; advises management and employees on complex personnel issues.
  • Performs extensive technical and specialized work in the areas of staffing, pay administration, training, incentive awards, performance administration, employee benefits, portability of benefits, management employee relations and labor relations.
  • Applies knowledge of regulatory compliance to address and resolve routine and complex issues requiring a thorough comprehension and experience applying and interpreting policies, regulations and directives pertaining to NAF employment.
  • Monitors, directs, trains and oversees a team of lower graded HR staff when required.
