Key Requirements

  • One year as a Human Relations Representative Trainee or equivalent government role
  • One year of professional experience in administrative, criminal, regulatory, civil rights, or human rights investigations, including gathering evidence, interviewing, and reporting findings
  • Bachelor’s degree with at least 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or related fields
  • Ability to conduct initial contact calls, thorough interviews, and facilitate settlements
  • Knowledge of the Pennsylvania Human Relations Act and discrimination protections for classes like race, color, sex, national origin, ancestry, religious creed, age, familial status, disability, or retaliation
  • Skills in assessing jurisdiction, drafting complaints, and assisting in legal processes for public hearings
  • Full-time availability for 8:00 AM to 4:00 PM schedule, with potential part-time telework up to 3 days per week from an approved Pennsylvania location

Requirements

This position enforces the provisions of the Pennsylvania Human Relations Act by investigating and conciliating complaints of discrimination primarily in employment and public accommodations alleged to have occurred because of a protected class such as race, color, sex, national origin, ancestry, religious creed, age, familial status, disability, or retaliation.

As a Human Relations Representative 1, you will investigate and conciliate complaints of alleged discrimination primarily in employment and public accommodations.

You will assess jurisdiction as well as draft and investigate complaints of discrimination.

Incumbents perform an initial contact call with the parties to ensure service documents have been received, confirm the date of the Fact Finding Conference, conduct thorough interviews with the parties to discuss the allegations of the complaint, explore the possibility of settlement, and answer any questions regarding Commission procedures.

This role serves as the facilitator of the settlement process by communicating settlement proposals.

In some cases where a Public Hearing is approved, you will assist the legal department in any further processing of the case through completion.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:00 AM to 4:00 PM, Monday - Friday, with a 30-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Human Relations Representative Trainee (commonwealth title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of professional administrative investigative, criminal investigative, regulatory investigative, civil rights, or human rights experience involving gathering evidence, interviewing, and reporting investigative findings; and a bachelor’s degree that includes 12 credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field; or
  • An equivalent combination of training and experience that includes 12 college credits in human resources, labor management relations, civil rights, social work, social justice, public policy, public administration, or a related field.
