The Office of Human Resource Management (OHRM) is seeking a motivated individual to serve as a Human Resources Specialist/Senior Human Resources Specialist (Employee & Labor Relations) within the Workforce Relations and Development Branch.
This is a temporary detail opportunity not to exceed 120 days, with the possibility of extension for up to one year.
To be eligible, applicants must currently hold a position at the EL/GS-12, 13, or 14 grade level. Candidates may only apply at their current grade level.
The ideal candidate will have experience or exposure in one or more of the following areas: Providing labor and employee relations advice and services to managers, supervisors, and employees by interpreting laws, regulations, and policies to resolve conduct, performance, grievance, and workplace relations issues.
Supporting labor-management relations by advising on collective bargaining, grievances, arbitration, unfair labor practices, and changes in conditions of employment to maintain effective working relationships and comply with labor relations requirements.
Researching and interpreting employee and labor relations case law, policies, and trends by conducting analyses and recommending program or policy improvements to support consistent application and improve workforce relations across the organization.
Representing management and serving as a program liaison by participating in meetings, coordinating with internal and external stakeholders, analyzing data, and briefing leadership to support agency-wide labor and employee relations programs and initiatives.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

Duties and responsibilities for the detail may include the following: This assignment will take place within the Workforce Relations Section, which oversees contract negotiations and labor notifications; manages collective bargaining with employee representatives and represents the Agency in all matters relating to labor relations; and maintains and administers the labor relations process, the implementation of collective-bargaining agreements, and the administration of grievance-management procedures.
The primary duties of this detail may include, but are not limited to: Serve as a point of contact for employee and labor relations, advising on conduct, performance, discipline, suitability, and labor-management issues.
Provide guidance and support to managers on complex employee relations actions, including counseling, performance improvement plans, and adverse actions, in coordination with the Office of General Counsel.
Counsel and support employees and management on workplace concerns, employee rights and responsibilities, and grievance and appeal processes, contributing to effective conflict resolution and compliance.
Assist in the development, implementation, and updating of employee and labor relations policies, procedures, guidance, and tools; conduct research and prepare reports to support program administration.
Support labor relations activities, including collective bargaining, grievance administration, and labor-management partnership efforts, applying collaborative and alternative dispute resolution approaches.
Participate in employee and labor relations matters on behalf of the Agency, including special projects, meetings, and legislative reviews; assist in drafting and revising policies to address statutory and regulatory changes.
