Full Job Description

The position is located in the Bureau of Personnel and Training, Office of Career Development and Assignments, Assignments Division (PERT/CDA/AD).

The Assignments Division is responsible for managing the full range of assignments and management activities for thousands of foreign service (FS) employees to positions worldwide through the assignment process for paneling, assignment notifications, training, and transfer itineraries.

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following: Experience utilizing human resources management principles, regulations, and practices.

Experience advising on 3-FAM regulations and the Foreign Service Act on Foreign Service assignments, home leave, and similar topics. Experience in Foreign Service assignment and position management.

Experience utilizing various software systems used in Foreign Service assignments. There is no substitute of education for specialized experience for the GS-14 position.

To be considered well-qualified, in addition to meeting minimum qualifications, candidates must demonstrate proficiency in some, but not all of the major aspects of the position. Major Duties:

  • Manages foreign service assignments for posts within an assigned regional bureau.
  • Advises bureau and individual clients on foreign service assignments and/or panel regulations, policies, and procedures.
  • Ensures accuracy and efficiency of hundreds of panel actions each week, affecting Department bureaus and posts worldwide.
  • Serves as a leader and mentor for 25 other Assignment Officers in GTM/CDA/AD, with particular focus on one or two FO-03/GS-13 Assignment Officers serving in the incumbent's specific regional team.
  • Represents the Bureau in inter-agency discussions, working groups, and both formal and informal advisory forums to present, defend, and negotiate positions as recognized representative of senior leadership.
