THIS IS AN DISTRICT OF COLUMBIA NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION This position is in the Excepted Service under the authority of Title V, P.L.
114-328, Sections 932 and 1084 (FY17 NDAA) This position is part of the District of Columbia National Guard under Position Description Number NGT5020P01 -- This is NOT a REMOTE position; the incumbent will report to a Duty Station -- Area of Consideration Group 2-: Current Competitive and Excepted Federal employees nationwide and individuals eligible for veterans' preference.
GENERAL EXPERIENCE: Work performed in administrative positions that manage, supervise, administer, advise on, or deliver human resources management products or services SPECIALIZED EXPERIENCE Parenthetical titles may be used with the basic title of the position to further identify the duties and responsibilities performed and the special knowledge and skills needed.
For all positions, 1-year specialized experience must be equivalent to at least the next lower grade.
Specialized experience is experience that prepared the applicant to perform the duties of the position.
The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience.
An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level.
Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S.
Army, or U.S. Air Force. Major Duties:
This position is a single incumbency. This position is located in the JFHQ-State Human Resources Office (HRO).
The incumbent is the State Level Expert/point of contact on all Human Resource (HR) Information Systems and HR Compliance.
The incumbent ensures State HR Information Systems are in compliance with legislation, publications, regulations, and guidance from Office of Personnel Management (OPM), Department of Defense (DoD), National Guard Bureau (NGB), Department of the Army (DA) and Air Force (DAF), and other governing agencies.
Work is performed for both Army (ARNG) and Air National Guard (ANG) full-time employees within the State.
Duties: Serves as the state technical advisor for HR Information Systems (automated personnel systems, automated records management systems, case management systems, personnel records applications, HR In-Processing via virtual platforms, and virtual personnel services) with a thorough understanding of HRO functional areas and internal processes (e.g., Staffing, Benefits, etc.) and how those inter-relationships impact processing of personnel actions Develops state unique quality control (QC) program queries to ensure OPM/DoD standardization is met.
Manages access for all HR information systems including accountability, verification, and validation of resources.
Designs and develops reports using policies, procedures, regulations, and a wide variety of data within the automated HR personnel system to provide decision making information.
