To Qualify for GS-11: Specialized Experience: One year of specialized experience which includes assisting in the coordination and execution of military personnel programs; supporting the preparation and processing of officer and enlisted personnel actions; and researching, interpreting, and applying military personnel policies, guidelines, and procedures under closer than normal supervision.
Work reflects assignments designed to build the competencies and technical proficiency required to perform more complex military HR functions at the full performance grade level, with duties increasing in difficulty and responsibility as experience is gained.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).
OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to such a degree or LL.M.
in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field.
(Transcripts are required) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
To compute the percentage of the requirements, divide your total months of experience by 12.
Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
To Qualify for GS-12: Specialized Experience: One year of specialized experience which includes independently managing and advising on military personnel programs such as strength management, personnel accountability, evaluations, promotions, assignments, transitions, separations, awards, military education, readiness, and other Essential Personnel Services functions.
Experience also includes interpreting and applying Army, Navy, Air Force, Coast Guard, Public Health Service, DoD, and DHA policies; providing technical guidance to senior leaders on military manpower, position structures, and occupational specialty requirements; and resolving complex issues requiring policy interpretation and expert advisory support.
Work reflects responsibility for overseeing military HR information systems, preparing staff-level reports and briefings, supporting organizational studies, and recommending improvements to military personnel processes and program compliance.
For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (for GS 12, GS-11; for GS 11, GS-9).
