We are seeking a Human Resources Generalist to provide essential operational and administrative HR support within a high-performing department. Requirements
The Loudoun County Health Department is seeking a skilled, independent, and highly motivated individual to join our HR team in Leesburg, VA. The HR Generalist provides operational and administrative support across multiple human resources functions. This position ensures accurate processing of employee actions, maintains confidential records, supports recruitment logistics, and ensures documentation compliance in accordance with established procedures.
This position reports to the HR Program Manager and works collaboratively with the department to support HR operations. The HR Generalist operates within HR procedures and escalates policy interpretation, employee relations issues, and complex compliance matters to the HR Program Manager. Key responsibilities include, but are not limited to:Recruitment & Onboarding
- Coordinate job postings, recruitment activities, and manage Applicant Tracking System.
- Prepare salary worksheets, offer letters, onboarding documentation, and other correspondence.
- Schedule interviews and support hiring logistics.
- Ensure hiring files are accurate and complete.
- Conducts Background checks.
HR Transaction & Payroll- Process employee actions and payroll transactions.
- Enter and maintain data within HRIS systems, ensuring documentation accuracy and compliance.
Leave & Benefits Administration
- Track FMLA, leave, and workers' compensation administrative documentation.
- Maintain accurate leave records while escalating complex or interpretive cases to the HR Program Manager.
Records & Reporting- Maintain personnel and confidential HR files.
- Generate routine workforce and compliance reports.
- Support position control and data verification processes.
Customer Service and Administrative
- Provide responsive frontline HR support to employees, answering routine HR process questions and directing complex matters to the HR Program Manager.
- Complete Special Projects, as assigned.
- Assist with data collection and preliminary analysis for departmental HR initiatives, reports, or workforce trends.
- Provide guidance on routine HR processes.
The HR Generalist serves as Human Resources liaison for the department; overseeing Department personnel and payroll functions; prepares and processes employee actions for the HR Department and for Oracle data entry; and contacts HR with any questions regarding Oracle transactions.
The successful candidate will:- Have strong attention to detail and organizational skills.
- Successfully manage multiple HR processes simultaneously.
- Have a high level of confidentiality and integrity in handling sensitive employee information.
- Have a strong attention to detail, sound judgment, and effective communication skills.
- Prepare, review, and process employee personnel actions in accordance with County policies and procedures, ensuring accuracy and timeliness in all submissions.

Hiring salary is commensurate with experience. This is a full-time role with core work hours of Monday-Friday, 8:30 a.m. to 5:00 p.m.
Qualifications
Bachelor's degree in Human Resources, Business Administration, or a related field; one (1) year of related work experience in the assigned area; or equivalent combination of education and experience.
Preferred Qualifications:
- Experience working with multiple HRIS and payroll systems.
- Knowledge of HR compliance fundamentals (FMLA, ADA, general employment practices).
Additional Information
Valid driver's license and good driving record (driving records may be reviewed annually for continued qualification). DMV, criminal and credit background checks required. This position has a Position of Trust designation.
