About the Position: This position is for Carl R Darnall Army Medical Center (CRDAMC) under the Directorate of Resource Management, Managed Care at Fort Hood, Texas.

This is a Direct Hire Solicitation Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Basic Requirement for Health System Specialist: Specialized Experience: One year of specialized experience which includes providing administrative or clinical management in a health care environment; analyzing health care information to evaluate and/or recommend improvements for the effectiveness or efficiency of health care services; and providing management advice on matters pertaining to access and/or quality of care in a medical treatment facility.

This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Major Duties:

  • Conduct comprehensive analytical studies of the health care organization or significant segments of clinic management functions to improve organizational process, structure and staffing levels.
  • Provide analytical reports to measure locally determined Access-To-Care performance.
  • Manage systems impacting Access to Care (Medical Database System, Nurse Advice Line (NAL), Virtual Health appointments, and Secure Messaging Services).
  • Develop solutions to Access-To-Care problems.
  • Collaborate with the Managed Care Support Contractor (MCSC) and internal departments to optimize patient care and healthcare delivery by coordinating training, resolving complex operational problems, and evaluating contractor performance.
  • Advise senior leadership on the development, implementation, and management of healthcare delivery systems and processes affecting Access-To-Care.
