Base salary range: $104,604 - $135,987

You qualify at the GS-14 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing technical leadership to grants management specialists and managers; developing grants compliance policies, guidelines, procedures and internal controls; evaluating the impact of new or proposed legislation or policies on existing processes and grants compliance policies; providing advice to senior management officials regarding grants management compliance policies and procedures.

As a Grants Management Specialist, some of your duties and responsibilities will include, but are not limited to the following: Serve as a principal expert on grants compliance and oversight issues related to foreign government interference, legislative and policy requirements that govern the functions of research misconduct and harassment allegations as they relate to DHHS, PHS, and NIH policies, guidelines, and procedures.
Provide authoritative guidance and consultation to NIH staff, HHS staff, grantee institution officials, applicants, potential applicants, grantees, and the general public on the interpretation and application of grants policy and procedures and complex compliance issues.
Plan and conduct a variety of analytical studies, reviews, and trend analysis of assistance policies and procedures.
Analyze cases of noncompliance, including data from a variety of sources, and studies of special problems or issues of interest to NIH or the Department.
Analyze and evaluate existing policy, procedures, and internal controls to identify areas in need of revised or new policy to ensure compliance with Public Health Service (PHS), HHS, and other Federal requirements.
Conduct and/or lead the conduct of studies, reviews, and analysis of procedures that impact NIH grants activities in such areas as grants accountability, administrative integrity, financial stewardship, and compliance issues.
Participate in grantee oriented outreach activities aimed at increasing accountability, enhancing administrative integrity, and emphasizing grantee institutional responsibilities for stewardship of grant funds.
Initiate Division's audit oversight activities for NIH on a variety of complex grants management issues.
Manage Division's initiatives and special projects on a variety of grants and administrative policy issues working in conjunction with a wide range of senior staff both within and outside the agency.
