Hiring Range: $53,000.00 - $60,870.00 Annually

This is an in-person position and is not eligible for remote work.
This position has an anticipated work schedule of Monday – Friday, 8:00am – 4:30pm, subject to change.
Under FLSA guidelines, this position is non-exempt.

Under supervision, performs functions and oversight related to grant-related funding opportunities. Conducts various oversight functions related to grant financial obligations; prepares and/or may assist in the preparation of financial reports, statements, and claims for reimbursement according to prescribed grant contractual guidelines. Performs manual and computerized bookkeeping activities in accordance with established procedures. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function. This position may be subject to grant funding.

Requirements

  • Monitors the grants awarded to the department, works closely with the leadership regarding all related issues and/or concerns.
  • Coordinates the department grant programs, including quarterly auditing and updates as needed.
  • Monitors, compiles, and disseminates financial reports designed to ensure full compliance with all terms and conditions of the grant, including conducting routine audits.
  • Performs continuous review of fiscal grant activities to ensure compliance with grant terms and obligations.
  • Prepares and issues purchase orders and accounts payable for grants.
  • Responsible for the preparation of applicable or assigned financial reports and/or documentation, including, but not limited to, information related to monthly, quarterly, and/or annual budget status reports and contract specifications.
  • Collaborates with appropriate departments to ensure fiscal compliance with County policies and grant administration policies.
  • Collaborates with key personnel related to the awarded grants; regularly updates leadership with any grant compliance and/or contractually related issues.
  • Ensures timely and proper notification to appropriate staff of issues related to non-compliance.
  • Prepares for, attends, and/or facilitates meetings with appropriate personnel.
  • May assist in the preparation of any applicable Request for Proposals (RFPs).
  • Maintains grant files and database of awards.
  • Performs other duties as required.

Supervision Exercised: This classification does not have supervisory authority; however, may be required to provide expertise or limited guidance or direction to employees, such as overseeing work quality, training, and guidance. Typically serves as a subject matter expert on the scope of functional area.

Supervision Received: Receives general supervision. This classification typically performs job duties by following established standard operating procedures and/or policies. Regular direction, guidance, and coaching from supervisor may be expected. There is a choice of the appropriate procedure or policy to apply to duties. Performance reviewed periodically.

Qualifications

Knowledge, Skills, and Abilities
  • Knowledge of grant management, general accounting procedures, business, budgetary analysis, and auditing.
  • Must possess strong analytical skills and a high level of attention to detail. Ability to effectively plan, schedule, and organize
  • Must possess a high level of professionalism and integrity to handle sensitive and confidential situations and information.
  • Ability to communicate, motivate, and organize projects among a broad spectrum of personnel, frequently under deadline pressure.
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to establish and maintain effective working relationships with co-workers, County employees, elected officials, and external agencies. Ability to provide excellent customer service. 
  • Ability to assess situations and make prudent and appropriate decisions; ability to apply conflict resolution and problem-solving skills.
  • Ability to work independently and in a team environment.
  • Ability to use standard office equipment, including computer, telephone, fax machine and copier.
  • Proficiency with Microsoft Word, Excel, Outlook, and PowerPoint.
  • Maintain regular and punctual attendance.
Required Education and Experience:
  • High school diploma or equivalent education.
  • Two years of administrative, project management, grant, or other related experience.
    • Associate’s degree in a related field may substitute for one year of the required experience. 
    • Bachelor’s degree in a related field may substitute for the required experience.
  • Experience in grant management, general accounting procedures, business, budgetary analysis, and/or auditing.
Preferred Education and Experience:
  • Bachelor's degree in business administration, accounting, public administration, or related field.
  • Budget, finance, and/or grant experience in a government or non-profit setting.
Pre-Employment Requirements:
  • Must pass conditional post offer background investigation and drug screen.

Duties are performed primarily in an office and remote work environment dependent on Department discretion and business needs.
