In this role, you’ll be the go-to expert on federal grant rules and collaborate across divisions to ensure grant activities and expenditures stay compliant.

About the division:
The Office of Regulatory Compliance & Oversight (ORCO) is part of the Division of Audit, Integrity, and Oversight (DAIO) within the Office of the Chief of Staff of the Health Care Authority (HCA).
ORCO provides technical assistance, resources, and oversight functions of federal and state grants, subawards, and state Medicaid expenditures.
ORCO is HCA’s centralized body to provide leadership, education, and support to all divisions of the agency at all employee levels to mitigate risks, comply with changing laws and assist the agency in accomplishing its goals directly related to subrecipient monitoring and sister state agency Medicaid oversight and compliance.
About the position:
The Grants Compliance Manager (Management Analyst 5) serves as the agency expert on the Code of Federal Regulations (CFR), specifically 2 CFR 200, 2 CFR 300 and 45 CFR Part 96.
The role provides compliance support for grant and subrecipient monitoring activities for state and federal initiatives, strategic planning on implementation of compliance initiatives, the development of subrecipient performance measures affecting the public and beneficiaries of services, and operations of and assistance for several grant compliance workstreams.
This position ensures agency risk is managed through compliance with the state and federal laws, policy, rules, and regulations that govern HCA’s grant funding streams.
This position is eligible to telework but is occasionally required to report on-site to meet business need.
The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.
Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.
Some of what you will do:
Independently navigates the numerous complex data environments held by HCA to pull accurate data for reporting purposes.
This includes determining data sources for extraction, understanding how the different data interact and intersect with each other, directing compilation of data to be consumable and easily understood by executive leadership and external stakeholders.
Required qualifications:
Qualifying candidates will meet one of the following criteria options:
Option 1:
Master’s degree or higher in business administration, public administration, law, public health, health administration, or closely related field and three (3) years of the required experience below
Option 2:
Bachelor's degree in a field identified above, and five (5) years of the required experience below
Option 3:
Associate degree and seven (7) years of the required experience below
Option 4:
Nine (9) years of the required experience below
