This job involves working as an engineer to handle the day-to-day operations and upkeep of engineering systems for the Air Force's intelligence and operations team.

The primary purpose of this position is to serve as a professional General Engineer performing operations and maintenance (O&M) engineering duties in support of the SAF/OC.

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS).

The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level.

The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A.

Degree: Engineering.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

OR B.

Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1.

Professional knowledge of civil, mechanical and electrical engineering concepts, principles, and practices and familiarity with architectural and other engineering disciplines. 2.

Expert knowledge of a broad range of engineering and construction standards, methods, practices, techniques, materials, and equipment to determine compliance with federal, state, and local codes and regulations; and knowledge of facility program planning, programming, and budgeting cycles, financial control and budget systems, and management.

3.

Knowledge of standard contracting regulations, practices, and procedures; and knowledge of health, safety, and environmental requirements as outlined in applicable standards, regulations, and/or technical orders.

4. Knowledge of automated data processing concepts, system capabilities, and economic usage to effectively accomplish assigned functions. 5.

Ability to plan, conduct, and record site/facility surveys and inspections; and ability to research, analyze, interpret, and apply rules, regulations, and procedures in a variety of situations and recommend timely and economical solutions.

6. Ability to plan and organize work and coordinate the work of other engineering disciplines and architects; and communicate effectively both orally and in writing and maintain good working relations.

CONDTIONS OF EMPLOYMENT CONT'D: - Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. - Drug Testing: This position has been designated by the Air Force as a Testing Designated Position(TDP) under the Air Force Civilian Testing Program.

Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

- The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.

This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.(IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

DUTY 1: Performs tasks requiring knowledge and application of advanced facility engineering and operation principles and theories, planning, programming and methods of construction at all operating locations.

Responsible for analyzing architectural, mechanical and electrical systems for suitability to support the Center's complex, unique, time-sensitive intelligence analysis and production mission.

DUTY 2: Provides professional facility planning and team leadership resulting in short-and long-range strategic facility plans and programs, initiatives, and master plans.

Translates raw mission requirements into executable facility programs and projects, including schedules, cost estimates, Statements of Work, designs, and construction contract documents.

Coordinates special studies ondesign changes, recommends solutions to technical problems, and recommends different engineering approaches from development to production phases.

DUTY 3: Manages a broad range of projects including Sustainment, Restoration and Maintenance (SRM), repair, O&M, equipment, and Military Construction (MILCON) projects.

Applies professional general engineering theory and practices to assigned projects.

Defines or negotiates solutions, develops budgets and justifications, prepares programming documents, prepares contract documents, and manages implementation.

Leads project teams of managers representing users, security office,computer operations, communications office, operations maintenance, and others.

DUTY 4: Provides consulting services and project coordination.

Coordinates projects with other engineers in a variety of disciplines, architects, and planners as well as contracting officers, tenant organization representatives, and construction agents such as from private contracting companies, Army Corps of Engineers, AF Civil Engineer Center, and AF Installation Mission Support Center.

Applies knowledge of other disciplines to determine coordination required to ensure all design and constructability considerations have been addressed.

DUTY 5: Complies with health, safety, and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.

Ensures federal, state, and local codes concerning health, safety, and the environment are strictly adhered to in the programming, design,and construction of real property facilities.

Interprets standards, codes and policies and routinely applies them to develop project requirements, create designs and/or review design submissions.
