Under general supervision, you will perform paraprofessional accounting duties, which include reconciling revenue posting between SCEIS and the subsystems revenue posted to. You will also analyze expenditure and revenue data, prepare journal entries and vouchers for corrections, additions, and reimbursements to the accounts as it pertains to the monthly reconciliation process.

Responsibilities for the Fiscal Technician I include:
  • In accordance with OIDD policy - Management of Funds for Individuals participating in Community Residential Program, issues all monthly checks to DSN Boards.
  • Perform the Work Activity Centers (WAC) Payroll and ensures that it is accurate and completed timely.
  • Manages files for the Banking & Billing system and ensures that all files are complete, accurate, neatly filed and or purged in accordance to OIDD policy and standards.
  • Maintains accountability for the Regional Center Consumer Bank by serving as the primary back up to the cashier. Participates in dual control functions to include but not limited to monthly Finance Drawer audits and conducting Consumer Banking overview for new employee orientations.
  • Responsible for compiling statements and balances of consumer accounts. Also ensures that each are sent to the appropriate entities as needed.
  • Serves as the Regional Center's Client Visa bill reviewer. Responsible for monitoring purchases in accordance with the OIDD Purchasing Card Policy and Cardholders Manual. Reconciles the monthly Bank of America Visa bill and pays the amount due on lime.
  • Assist with reporting for consumer Medicaid billing days submissions and filings of 181's.
  • Performs others duties as assigned by Director of Finance, Purchasing and Supply.

This position is located at Pee Dee Regional Center, an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) of BHDD-OIDD located in Florence, SC serving residents with intellectual and developmental disabilities.

Requirements

A high school diploma, SC Drivers License and at least three years experience in accounting or bookkeeping.

Qualifications

Knowledge of office practices, procedures and equipment. Knowledge of basic principles and practices of accounting, auditing, and bookkeeping. Knowledge of various types of filing systems. Ability to perform basic mathematical computations. Ability to interpret and apply financial procedures and regulations. Ability to perform prescribed analyses of financial records. Ability to establish and maintain good working relationships with staff members and the general public. Ability to communicate effectively both orally and in writing.

State Disaster Plan: In accordance with the State's Disaster Plan, which includes hazardous weather, employees of The South Carolina Department of Behavioral Health and Developmental Disabilities, Office of Intellectual and Developmental Disabilities may be required to work in times of an emergency or disaster.
