Fiscal Technician 2 (FT2/FS)

This Fiscal Technician 2 (FT2) offers a combination of stable state government employment, hybrid work flexibility, and focused financial work handling PEBB/SEBB premiums.

About the division:

The Financial Services Division (FSD), in collaboration with other Health Care Authority (HCA) divisions and a variety of external stakeholders and legislative partners, provides strategic financial expertise for Apple Health, Community Behavioral Health (CBH), PEBB and SEBB programs.

In addition, FSD oversees the budget and compliance functions necessary to manage and monitor a $14.5 billion annual budget.

Functions include budget management, accounting, forecasting, professional and hospital rate setting, financial analysis, and payment/collection operations.

This division maintains a close working relationship with agency program, policy, and clinical divisions to ensure financially sound implementation and monitoring of program strategies.

It is also accountable to the Governor and legislature in ensuring HCA operates within its budget.


About the position:
This position is located in the Accounting Section and is responsible for accurate and timely posting of payments for the Public Employees Benefits (PEBB) and School Employees Benefits member premiums, monitoring and posting of daily cash receipts, assisting with Statue of Limitations (SOL) process, and assisting other Fiscal Analysts as necessary, while providing highly professional and timely customer service to the members of PEBB, SEBB, and HCA staff.


This position is eligible to telework but is required to report on-site 2 days a week during training and occasionally to meet business need after.

The default assigned work location of all Health Care Authority (HCA) positions – both on-site and telework eligible positions – is within the State of Washington. This position reports to Olympia, WA.

Frequency of onsite work will vary based on business and operational needs. HCA has currently suspended the ability to support out-of-state telework.

Requirements

Some of what you will do:

  • Prepare, balance, and record daily U.S. Bank lockbox receipts and mail receipts, from internal and external reports; batching and processing the agency A-8 through Accounting Access database, reflecting accurate funding sources, submitting the A-8 to the Cash Unit, and filing all documentation.
  • Correct and/or follow-up with IT and other Fiscal Staff on routine discrepancies.
  • Non-routine discrepancies are forwarded to the Lead for resolution.
  • Monitor all PEBB/SEBB cash receipt notifications received through the HCA Cash Management mailbox or TM$ online reports and notify the appropriate Fiscal Analyst of the receipt.
  • Monitor negotiable items in safe, research checks for processing.
  • Keeps supervisor and/or management informed as to current financial status of customer/group accounts and potential problem areas or opportunities for improvement.
  • Provides verbal and/or written comments and recommendations regarding new or revised agency policies or procedures in order to ensure billings and receivables are accurately recorded, improve processes, and ensure agency policies and procedures comply with OFM regulations.
  • Assists in system development and testing of systems in order to ensure accuracy of posting receivables.

Qualifications

Required qualifications:

Qualifying candidates will meet one of the following criteria options:


Option 1:

  • High School Diploma or equivalent.
  • Eighteen (18) quarter or twelve (12) semester hours of college level accounting, auditing, or budgeting.


Option 2:

  • One (1) year of relevant professional level experience.

Required competencies:

  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.


Preferred qualifications:

  • Customer service experience assisting a diverse customer base.
  • Intermediate skill level in Microsoft Excel, Access, and Word programs.
  • Governmental accounting experience.
  • Accounts receivable experience.
