Job Title: Fiduciary Lead | Fiscal Analyst 3 (FA3)

Salary: $5,137 - $6,906 Monthly
We're looking for a Fiscal Analyst 3 (FA3) to join our team and serve as the Social Service Fiduciary Lead for Regions 1 & 2 for our Spokane office to
ensure that ongoing regional resource requirements are monitored and client needs are fulfilled expeditiously. This position supports the DCYF mission by assuring that the Fiduciary Unit for Regions 1 & 2 efficiently and effectively channels the $50 million annually and recoveries associated to those payments are made timely.

The Opportunity: As the Fiduciary Lead, you assume fiduciary responsibility in cooperation with supervisors, managers, and administrators, and independently prioritize work to ensure client service payments of approximately $50 million annually and recoveries associated to those payments are made timely.
Some of what you will do: - Maintain, modify, and run service referral reporting daily from data input into FamLink for fiscal analyst and supervisor to quickly meet client needs and maintain accurate situational awareness.
- Assign work from daily service referral report to team’s fiscal analysts.
- Advise and provide guidance to Social Service Specialists, Supervisors and Area Administrators concerning standards and procedures to ensure the accountability needs of the Department are met.
- Interpret payment documents for compliance with contractual terms, including rates, hours of service billed, number of slots, etc.
- Assist in the development of standards and procedures to ensure accountability needs of the Department are met.
- Problem solve with DCYF staff and external partners to resolve payment and service delivery issues in accordance with DCYF policy.
- Communicate telephonically, via e-mail, and written communication to providers, staff and community partners to educate and clarify payment issues.
- Analyze data and determine training needs of regional staff, providers, and community partners.
- Provide on-going consultation and meeting staff training needs.
- Provide Regional Management Team and Program Managers with requested data and reports
- Respond to questions by phone or in written letters to providers and staff.
- Provide management and DCYF Management Service Director with reports regarding training needs and the completion of staff training.
Required Qualifications:- Equivalent combination of education and experience totaling (5) years in accounting, finance, or a related field.
OR
- Bachelor’s degree in accounting or finance and one (1) year of relevant experience.
AND
- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
Note: Incumbent must successfully complete formal training courses as required by law, policy, and regional requirements within one (1) year of their appointment.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:- Bachelor’s degree, which includes at least 18 quarter or 12 semester hours of accounting, auditing or budgeting AND two (2) to three (3) years of relevant professional experience. Professional experience may substitute for education but not usually for the credit hours.
- Master’s degree in a financial related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager or Management Accountant can be substituted for professional experience.
- Previous demonstrated experience using Excel, to include V-Lookup and Pivot Tables.
- Previous demonstrated experience interpreting fiscal payment documents for compliance with contractual terms.
- Previous demonstrated experience in resolving discrepancies and taking corrective action.
