DSHS FTAA Fiscal Analyst 2

The Finance, Technology, and Analytics Administration (FTAA) is hiring for a Fiscal Analyst 2 to join their Consolidated Business Services team, in Seattle, WA.
As a Fiscal Analyst 2, you'll play a direct role in safeguarding public funds and supporting programs that serve individuals and families across Washington state.
Your work ensures that payments are correct, contracts are honored and financial data reflects the true fiscal position of the programs we support.
This position requires careful analysis, sound judgment and consistent attention to detail.
You will review financial transactions, prepare accruals, reconcile accounts and assist with reporting that informs leadership decisions. When discrepancies arise, you investigate and resolve them.
When deadlines approach, you help ensure they are met. The work is steady, meaningful and essential.
Accuracy in this role protects public resources and strengthens the department’s ability to provide critical services.
Premium Pay: King County employees receive 5% premium pay in addition to the advertised salary and are eligible to receive a free ORCA card for transportation use.
Some of what you'll do:
• Prepare accruals and enter financial batches for operations and client and program-specific expenditures.
• Research and track expenditures to support fiscal year projections and budget planning.
• Process warrant cancellations and overpayment transactions in accordance with policy.
• Assist with common cost allocations and fiscal year-end closing activities.
• Pull and review enterprise financial reports to verify accuracy and completeness.
• Verify contract billing documents comply with established contract terms prior to payment.
• Maintain vendor payment logs and analyze spending patterns.
• Review invoices for accuracy and duplication before authorizing payment.
• Determine appropriate account coding and prepare payment documentation.
• Prepare journal vouchers to correct expenditures and update general ledger balances.
• Create and review payment batches in the state accounting system before release.
• Reconcile purchase card statements and resolve discrepancies.
• Prepare monthly financial reports and review program fiscal status for accuracy.
• Respond to vendor and internal inquiries regarding payments and financial transactions.
• Support audit reviews and assist with corrective action responses as assigned.
Who should apply?
Professionals who have a bachelor's degree*, with a minimum of 12 semesters or 18 quarter hours in accounting, auditing, or budgeting and 1 to 2 years of relevant professional experience**.
*Professional experience may substitute for education, but not for the accounting, audit, or budget-related credit hours.
**A master's degree in a financial related field; or certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.
Additional knowledge, skills, and abilities we're looking for:
- Accounting knowledge – You understand the principles of accounting and can apply them to reconcile complex fund records.
- Regulatory understanding – You are able to navigate financial rules, Medicaid requirements, and Washington state regulations.
- Analytical skills – You interpret data, identify financial discrepancies and recommend effective solutions.
- Technical proficiency – You are comfortable using accounting software and Excel, including creating spreadsheets and importing/exporting data.
- Discretion and ethics – You consistently maintain confidentiality and act with integrity in handling sensitive financial information.
- Clear and patient communication – You communicate professionally with a wide audience, both in writing and in person. When your communication isn't understood, you reword or restructure your response to aid understanding.
- Time management – You can manage deadlines, prioritize tasks and organize your workload efficiently.
- Adaptability – You are flexible, open to change, and able to absorb new procedures and expectations quickly.
