Job Title: Fiscal Specialist 1 (FS1) Non-permanent
Location: Green Hill School | Chehalis, WA - Full-time on-site, in Office.
Closes: Feb 8, 2026
Salary: $3,581 - $4,771 Monthly. The indicated salary does not include the on-site 24/7 5% premium pay.

This position supports the Department of Children, Youth, and families (DCYF) mission to protect children and support families, so they flourish by ensuring that the Green Hill School incarcerated youth assets are safeguarded and accounted for in a timely and accurate manner.

Working within very strict deadlines, this position shares in the responsibility to provide administrative support to the Time and Attendance Supervisor in processing and record keeping involved with payroll time and attendance which includes: fiscal calculations, reconciliations, audits and entries of all time and attendance source documents within the Statewide Leave Tracker and Human Resource Management System (HRMS) payroll system for Green Hill School.

The Opportunity:
This position requires extensive knowledge of the Collective Bargaining Agreement (CBA), DCYF Administrative Policies and Procedures. Conducts compliance reviews while exercising independent judgement to verify and apply rules and regulations. Works with Supervisors to problem solve leave or schedule issues and to make necessary corrections. Provides consultation and technical assistance to Supervisors and employees on the use and processing of leave, including using Leave Tracker. Monitors Leave Tracker and HRMS to endure accurate leave balances/information and conduct audits to find discrepancies. Conducts analysis and reconciliation of attendance records. This position is the main point of contact for Green Hill School and DCYF Payroll office and is crucial for the day-to-day functions of the institution to continue to provide a healthy safe environment for the youth.

Some of what you'll get to do:
  • Conduct compliance review while exercising independent judgment to verify and apply rules and regulations.
  • Work with supervisors to solve problem and attendance source document issues and take corrective action when necessary.
  • Provide consultation and technical assistance to managers, supervisors and employees on the appropriate use and processing of leave including using Leave Tracker.
  • Enter approved leave request, overtime, standby, call back, part-time hours, shift differential and schedule changes into Leave Tracker and the HRMS payroll system
  • Set up new/rehires in Leave Tracker and update Leave Tracker as needed.
  • Prepare and enter fiscal calculations of part-time hours, part-time holiday accruals, shift differential, overtime, standby, and LWOP into Leave Tracker and HRMS payroll system.
  • Audit and analyze leave balances in relation to the eligibility criteria for the various types of leave programs.
  • Conduct bimonthly payroll processing of leave and attendance.
  • Investigation of inquiries and problem resolution.
Required Qualifications:
  • Equivalent education/experience totaling three (3) years.
OR
  • Three (3) years fiscal record keeping experience that may include Human Resource Management System (HRMS) OR Leave Tracker system experience.
AND
  • The ability to take action to learn and grow.
  • The ability to take action to meet the needs of others.

In addition to those required qualifications, our ideal applicant will also have some or all the following:
  • Demonstrated experience with HRMS, AFRS, and Leave Tracker.
  • Demonstrated knowledge of basic accounting principles.
  • Demonstrated working knowledge of Washington State leave and payroll processes.
