Salary: $4,428 - $5,956 Monthly.

The Opportunity:This position is within DCYF's Financial and Business Services Payroll Team under the direction of the agency's Payroll Operations Manager. As a Fiscal Analyst 2, you will support the Department's goals and objectives by developing systems and processes that ensure every paycheck created will be treated with equal respect and that the fiscal responsibilities to the State of Washington are met with the highest level of integrity.
Some of what you will do:DCYF takes a holistic approach to payroll to ensure our customers are taken care of. You'll be given a specific section of the alphabet for which you will conduct the following work. Tasks include:
- Perform MyPortal timekeeping duties:
- Ensure compliance with agency policies, state and federal labor laws, and two union agreements.
- Collect, review, and verify time sheets and electronic leave records.
- Resolve timekeeping discrepancies and follow up with supervisors and employees.
- Assist employees and supervisors with timekeeping procedures and system use.
- Support audits by providing accurate time and attendance documentation.
- Generate timekeeping reports for management.
- Perform PEBB Benefits Administration duties:
- Administer employee PEBB benefits programs, including health, dental, vision, life, and disability plans.
- Resolve customer issues promptly and professionally.
- Collaborate with other Payroll team members, HR, and Health Care Authority to ensure timely and consistent service delivery.
- Process employee enrollments, changes, and terminations in benefits systems.
- Guide eligibility, coverage options, and deadlines.
- Support annual open enrollment by educating employees through consultation, announcements, and training.
- Assist employees in navigating Benefits 24/7 system.
- Receive and process National Medical Support Notices.
Required Qualifications:OR - Equivalent education/experience totaling four (4) years.
AND- The ability to take action to learn and grow.
- The ability to take action to meet the needs of others.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:- Bachelor’s degree, which includes at least 18 quarter or 12 semester hours in accounting, auditing, or budgeting, and one to two years of relevant professional experience. Professional experience may substitute for education, but not usually for the credit hours.
- A Master’s degree in a financial-related field, certification as a Public Accountant, Internal Auditor, Certified Governmental Financial Manager, or Management Accountant can be substituted for professional experience.
- Demonstrated experience analyzing timesheets and overtime authorization forms.
- Demonstrated experience with PEBB Benefits Administration.
- Demonstrated experience in HRMS.
