The Opportunity
The Office of Financial Services (OFS) provides leadership and support for agency priorities through high-quality financial and operational management, including budgeting, contracting, grant management, purchasing, fiscal monitoring, and accounting services.
This work ensures compliance with state and federal laws and supports the Department of Health’s (DOH) mission to protect and improve the health of people in Washington State.
This Payroll Specialist role is essential to supporting DOH employees by delivering accurate, timely, and compliant payroll services while providing trusted customer support across the agency.
Key Responsibilities
This position processes payroll actions to make sure employees are paid correctly and on time.
The work includes reviewing documents for new hires and job changes, checking required paperwork, processing timesheets and different types of pay, and fixing payroll or leave issues in HRMS.
The role also supports employees, supervisors, and attendance keepers by answering payroll questions and explaining pay, deductions, and leave.

Expectations and Responsibilities

The position regularly interprets and communicates policies from DOH, State HR, OFM, CBAs, RCWs, WACs, and federal regulations.
Responsibilities also include responding to verification of employment requests, maintaining confidential payroll records, and ensuring accurate filing and record retention in accordance with established standards.
The Ideal Candidate
The ideal candidate is detail-oriented, customer-focused, and comfortable working with complex payroll data and systems such as HRMS.
They communicate clearly, provide practical guidance to a wide range of customers, and approach payroll challenges with accuracy, curiosity, and a problem-solving mindset.
Experience interpreting policies and maintaining confidentiality in a fast-paced environment will support success in this role.
Location and Flexibility
Enjoy the flexibility of our hybrid work environment, where you can balance working from home and collaborating in the office. It is anticipated that you’ll be expected at the DOH facility located in Tumwater, WA for work activities approximately 12 days a month.
REQUIRED QUALIFICATIONS

Option 1: One (1) or more years of experience in payroll and/or benefits regarding payroll rules, rights, regulations, policies, procedures, programs and services; AND One (1) or more years of experience resolving and responding to customer inquiries and problems with payroll and/or timekeeping actions and resolving issues with internal payroll processes and systems.
Option 2: One (1) or more years as a Fiscal Technician 2 or higher performing payroll and timekeeping actions and/or benefits-related functions.
