The Department of Human Services is seeking a dedicated and driven Fiscal Management Specialist 2 to grow within our team of professionals.

In this vital role, you will provide rate and budget support for our Physical Health HealthChoices program.

Requirements

In this position, you will provide rate and budget support for Pennsylvania’s Physical Health HealthChoices program, ensuring that payments to physical health contractors reflect negotiated agreements, are adequately budgeted, and are processed accurately and on time.

The department compensates Managed Care Organizations (MCOs) for delivering medical assistance benefits to enrolled recipients, primarily through capitation payments.

This program serves all 67 counties across five geographic zones.

You will be responsible for developing rate appendices that outline contracted capitation rates and other payment provisions, as well as assisting with budget requests to project expenditures related to these agreements.

Responsibilities involve conducting research, analysis, and fiscal impacts related to Pennsylvania House Resolution 1 (H.R. 1).

Additionally, you will develop work plans, have input into methodologies to use, and prioritize assignments independently.

Work Schedule and Additional Information:

  • Full-time employment, 37.5 hours per week
  • Work hours are 7:30 AM to 4:00 PM, Monday - Friday, with a 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) part-time, up to 3 days per week.

    In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania.

    If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg. The ability to telework is subject to change at any time.

Qualifications

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or
  • One year of experience in professional fiscal administration, and a bachelor’s degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
