The Opportunity

WSDOT is hiring a Fiscal Analyst 1 to support Payroll Helpdesk operations within Accounting and Financial Services.

Reporting to the Payroll Assistant Manager Systems, Data & Regional Support Services, this entry-level role provides frontline customer service and hands-on support for payroll activities.

The position assists with payroll reports, processes routine transactions in HRMS and TRAINS, and responds to employee payroll inquiries.

A working knowledge of WSDOT collective bargaining agreements is applied to support accurate document processing and customer service.

This role supports AFS’s mission by helping ensure payroll and payroll reporting are delivered accurately, efficiently, and on time making it an excellent opportunity to build a foundation in public-sector finance and payroll operations.


What to Expect

Among the varied range of responsibilities held within this role, the Fiscal Analyst 1 will:

  • Answer Payroll department main phone line and review/respond to the payroll Outlook email in-box inquiries.
  • Assign Remedy tickets to the appropriate payroll staff using the Payroll Department Request Tracking Console. Utilizing HRMS, DOTtime, and ILINX perform Employment Security Department hour/wage verifications.
  • Assist in receiving and maintaining employee payroll forms and records in the agency’s Enterprise Content Management (ECM) Portal, ILINX.
  • Scan and validate employee payroll forms and records using ILINX imaging and workflow technologies.
  • Index documents.
  • Assist with ad hoc records requests. Assists in gathering data for data requests and audits.
  • Prepare and distribute Payroll Journals to designated Region signers.


Qualifications

To be considered for this opportunity, the following are required:

  • Research Information - Experience in identifying, collecting and organizing data for review and analysis. Ability to research Collective Bargaining Agreements and other agencies policies, State Administrative and Accounting Manual, WSDOT Payroll and HR polices.
  • Attention to Detail & Compliance - Ability to ensure accuracy, follow policies and maintain data integrity.
  • Problem-Solving & Critical Thinking - Experience in researching inquiries and issues, seeking advice and, with authorization, implementing effective solutions.
  • Skilled in Basic functions - Microsoft Excel, Word software programs, payroll processing system or equivalent.
  • Communication & Customer Service - Ability to communicate effectively orally and in writing and work effectively with internal and external customers.

It is preferred that qualified candidates also have:

  • Foundational Accounting Knowledge: Demonstrated foundational knowledge of accounting principles, supported by post-secondary coursework in accounting or related experience.
  • Payroll & Human Resources Operations: Demonstrated experience supporting payroll and/or human resources functions, including processing transactions, maintaining records, and responding to employee inquiries.
  • Automated Payroll & Timekeeping Systems: Demonstrated ability to inquire, update, and maintain payroll and timekeeping data using automated systems such as HRMS, DOTtime, ILINX, TRAINS, or similar enterprise systems.
  • Government Environment Experience: Experience working in a government or public-sector environment, with an understanding of applicable rules, controls, and administrative processes.
  • Regulatory & Policy Awareness: Working knowledge of relevant RCWs and WACs, and the ability to apply department policies and procedures related to assigned payroll functions.
  • Data Analysis & Reporting Tools: Demonstrated proficiency using Microsoft Excel, including advanced functions, to review, analyze, and support payroll or financial data.
