Full Job Description

This position is in the Financial Management Division (FMD), Office of the Chief Financial Officer (OCFO).

The FMD is responsible for verifying, authorizing, and processing financial documents that represent multi-million-dollar annual payments to employees and the billing and collection of multimillions of dollars in revenue from sources owing funds to FSIS.

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

Time in grade: Applicants must meet one year at the next lower grade to be considered for the next higher grade (e.g.

one year at the GS-14 grade level for consideration for the GS-15 grade level.) For the GS-15 level: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates the statements below: - Experience of concepts, principles, practices, laws, and regulations of accounting and financial management.

- Knowledge of accounting and financial management specific to overseeing multiple financial systems and processes.

- Experience meeting, dealing, and coordinating work with all levels of staff, and management, including the most senior-level personnel, and to represent the Deputy Chief Financial Officer and Chief Financial Officer.

- Experience with communication and presentation skills, including the ability to brief and present information to senior staff and executives.

- Experience on problem solving and setting of effective short and long-term goals.

  • Developing and implementing financial management policies that affect the financing and mission accomplishment of the various divisions and offices within the agency.
  • Directing the development of systems that direct and coordinate the processing of all agency financial reporting documents.
  • Ensuring proper and efficient management of all financial resources under agency jurisdiction, including ensuring that the control systems in place comply with financial management requirements.
  • Coordinating financial management data, interpreting and presenting composite financial results to all levels of agency management.
  • Directing the planning development, justification, and execution of financial systems and processes.
  • Advising managers on the development, coordination, and carrying out of financial policies, procedures, and on program planning and decision-making related to their financial management responsibilities.
