The primary purpose of this position is to provide technical expertise as a financial management specialist for the financial management of contracted base support operations and the Infrastructure Support Division (includes the Military Family Housing (IDH), Fire Protection (IDF) and Performance Management Flights (IDP).

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.

Examples of specialized experience includes a detailed knowledge of financial management, auditing practices, budgetary methods, procedures, policies, precedents, objectives and other APF and NAF guides which apply to the oversight of the BOS service provider.

OR EDUCATION: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as [insert applicable field(s) of study].

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience required but I have more than 2 years of graduate level education with a major or subject area related to the position to be filled.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of general financial audit and accounting practices, methods, and techniques and generally accepted accounting principles and standards and applicable laws and governing regulations.

Knowledge of financial management systems and practices and ability to gather and report financial management information including knowledge of automated data processing software programs and capabilities used to accomplish oversight budget/funding tasks.

Ability to analyze and interpret budgets, financial reports, schedules, and statements to make appropriate recommendations. Skill in the analysis and resolution of complex problems.

Knowledge of DoD and AF policies, principles, plans, and procedures, NAF missions, functions, applicable regulations, and their relationship to other federal activities and private industry to determine the impact of financial transactions on internal and external operations and APF and NAF budget and contractual systems, sufficient to prevent illegal or unauthorized negotiations and/or inappropriate commitment of government funds.

Knowledge of quality assurance/control methods, principles, and practices, including statistical analysis and sampling techniques; Skill in conducting studies, investigations, problem analysis, measurement techniques, inspection, testing methods.

Experience ensuring identification, prevention, and correction of unsatisfactory conditions. Ability to effectively communicate, both orally and in writing.

Skill in conducting interviews and ability to maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Provides technical financial management and accounting advice and assistance related to the impact of financial transactions on base operating support operations.

Conducts financial audits of significant scope and mission impact.

Performs budget execution and administration work involving the monitoring of obligations incurred and the actual expenditures of a budget with different sources and types of funding.

Establishes a planned and systematic pattern of all actions necessary to provide confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved.

Maintains effective communications and work relationships.
