This position serves as a Financial Analyst within the Office of Finance, Veterans Health Administration (VHA).
The selectee will serve as one of several advisors on financial reporting to the Chief Financial Officer.
The selectee's responsibilities have a direct impact on the ability of the Office of Finance to efficiently and effectively achieve it's mission.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/20/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to: Knowledge of VA health and business and financial operations.
Executive level financial experience in planning, integrating, coordinating and executing multiple, highly complex, high dollar value programs simultaneously.
Experience collaborating effectively with Senior Executives within and external to the VA, specifically regarding financial data and reporting. Experience with the entire budget process within the VA.
Mastery of financial management and economic principles, corporate organizations and operations, and business management practices as related to analysis of the proper utilization of financial resources within established VA programs.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.
Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is mostly sedentary in nature. Some light physical effort may be required.
The work may require periods of overtime; intense concentration; and, involve activities under time sensitive conditions.

Major Duties:
Major duties include but are not limited to: Conducting special projects on behalf of the Chief Financial Officer.
Gathers information, identifies trends, defines and analyzes problems and consults on appropriate solutions.
Provides executive level strategic planning for the Chief Financial Officer through the Deputy Chief Financial Officer on assigned VA budget programs and issues.
Researches, analyzes and develops broad and far-reaching strategic and long-range plans within the assigned area of responsibility.
Provides the Chief Financial Officer with objective, independent assessments and recommendations regarding policies, initiatives, program assessments and operational issues requiring the direction from the Chief Financial Officer and from the Under Secretary for Health.
Analyzes and evaluates, on a quantitative basis, the effectiveness of financial programs and healthcare operations in meeting established strategic and performance goals.
Work Schedule: Monday-Friday, 08:00-04:30pm Compressed/Flexible: Available Telework: This position may be authorized for ADHOC telework.
