Job Description

Summary

This job involves helping Air Force managers make smart financial decisions by creating reports on costs and tracking how money is spent on operations.

It supports budgeting and analysis for programs, especially in depot maintenance and working capital funds.

Key Requirements

The primary purpose of this position is to supports the decision of the organization process by producing internal reporting measures needed to guide management in identifying the cost of operations and monitoring the financial results during execution.

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Position.

SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems.

Specialized experience is experience in; Use of financial management policies, procedures, and processes to various financial management functions involving the formulation, justification and or execution of budgets and accounting support for organizations, programs, or projects; Analyze financial and budgetary relationships to develop recommendations for financial and/or budgetary actions where changing guidelines for work and gaps and conflicts in program and financial management/budgetary information exist; assist in the development of specific objectives and devise new methods, techniques, and criteria pertaining to such matters as: identifying trends, and patterns, acquiring information and analyzing data, modifying systems to accept new kinds of data, developing solutions and presenting findings.

NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Comprehensive knowledge of commonly used accounting, cost, budgetary methods, practices, procedures, policies, and processes and financial systems related to the aspects of capital and operating budget preparation and execution of cost, revenue and production, and management of assets.

Knowledge of the concepts, principles, practices, laws, regulations, and policies necessary for the execution of DoD Working Capital Funds (WCF).

Knowledge of the DoD Planning, Programming, Budgeting and Execution (PPBE), its process, products, terminology, and guidance documents.

In-depth knowledge of the organic CSAG-M functions, to include financial and production related operations, policy and procedures found in base level, AFSC, HQ AFMC, and DoD regulations, capital and operating budget preparation, rate structures, revenue calculation, expense/investment development and tracking, and financial/program analysis required to maintain a solvent CSAG-M fund.

Knowledge of qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of financial depot maintenance data, along with the knowledge of mission, organization, workload, work processes and skills associated with depot maintenance.

Overall comprehensive knowledge of business, financial, and management principles and practices common to the administration of government organizations such as how to interpret financial reports, balance sheets, income statements, etc.

Skill to plan, organize, and conduct information gathering and to negotiate with management to implement recommendations for improvements involving resources, investments, projects, production, workload, and/or financial issues.

Ability to communicate effectively, both orally and in writing, in responding to work related problems and questions dealing with team members, using activities, and all levels of other ALCs, ALC Commander, AFSC, HQ AFMC and other DOD organizations.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.

You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Major Duties:

Performs various financial management/budget functions for the development of operation/performance targets, sales rates, budgets, and resource exhibits in support of the execution of funds, customer orders, capital investments, measurement of financial and/or program performance.

Uses automated financial management systems and computer-generated products in accomplishing financial management and/or program management assignments.

Serves as senior financial management specialist providing advice, guidance and training to other financial management specialists and others in related functional areas.

Serves as a consultant providing advisory services regarding proper methods, techniques, and factors for decision support.

Identifies and develops improvements to Complex processes in financial management expense categories, capital investment, commodity budget development, workload and resource projections, equipment life cycle management and execution analysis.
