Requirements

The Department of Building and Development (DBD) Administration Division is seeking an experienced financial professional to serve as the Department's Financial Management Analyst. This position leads DBD's cashiering and related financial transaction functions using a third-party Enterprise Permitting and Licensing system and coordinates the flow of transactions to/from the County's ERP Financial System. The ideal candidate is detail-oriented, service-minded, dependable, and comfortable working in a fast-paced environment. This role serves both internal staff and external customers, and success depends on delivering timely, accurate support with a strong customer-service mindset and a responsive, solutions-oriented approach.

The Financial Management Analyst serves as DBD's lead for cashiering operations, refunds, reconciliation/reporting, and departmental cash-handling policy support. This role also provides day-to-day system support and coordination for payments-related activities. Because many requests come from DBD staff and other County departments, this position operates as a key internal support resource --providing clear communication, timely follow-through, and practical problem-solving.

Key responsibilities include:
Payments
•Perform daily ACH/credit card/cash/check balancing and closeout; manage returned checks, wire coordination, and void/reissues.
•Process incoming payments to DBD and outgoing payments from DBD in the ERP Financial System.
•Provide system administration and support for payments in the Enterprise Permitting and Licensing system, including training, testing, data cleanup, and end-user support for DBD staff, other County departments, and customers/residents.

Refunds
•Process all fee refund requests, including researching the cause, determining eligibility, processing the refund, uploading supporting documentation, and communicating with the customer.
•Respond to customer questions regarding refund requests.
•Reconciliation and Reporting
•Produce transaction reporting (counts/amounts) and verify that transactions transfer accurately between the third-party Enterprise Permitting and Licensing system and the County's ERP Financial System.
•Perform monthly/annual account reconciliations; process year-end accruals and write-offs; complete annual Virginia state reporting.
•Coordinate resolution of discrepancies with the appropriate internal or external group(s).
•Policy and Controls
•Serve as the policy owner for department cash-handling policies, including facilitating reviews and updates.
•Ensure employees with cash-handling responsibilities review and acknowledge policy requirements prior to being granted cash-handling access.
Hiring salary commensurate with experience.




Qualifications

Bachelor's degree in Accounting or related field; two (2) years of related work experience preferably in government accounting; or equivalent combination of education and experience.

Preferred: CPA, experience in a government or medium/large public-sector environment; exceptional attention to detail and accuracy; strong writing and communication skills; working knowledge of accounting principles and Oracle ERP financial applications; demonstrated ability to provide customer support; and capability to manage multiple priorities working in a fast-paced and changing environment.

Additional Information

Pass pre-employment criminal and credit background checks. Positions in public safety agencies may require fingerprinting and polygraph examination. Certified public accountant (CPA), certified financial manager, and/or certified purchasing agent/buyer desired.
