About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f.

Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

This position is located at Fort Meade, Maryland. CYBER EXCEPTED SERVICE POSITIONS ARE NOT SUBJECT TO THE TWO-PAGE RESUME LIMIT.

To qualify based on your experience, your resume must describe one-year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position.

Such experience is typically in or directly related to the work of the position to be filled.

Specialized experience would be demonstrated by assisting in the financial and budgetary management of the Organization ensuring fiscal compliance and effective resource allocation for its programs and operations; formulating a budget, delivering in-depth financial analysis and reporting, and pioneering new data-driven research and solutions; analyzing and interpreting data from various financial systems, then creating reports, briefings, and technical documents to support business decisions and; utilizing various financial and budgetary management systems in order to make decisions relating to recognition and validation of correct financial status.

Major Duties:

  • Performs various budget functions involving the formulation, justification, and/or execution of budgets for J5 to include all programs, or projects.
  • Provides fiscal and regulatory guidance to U.S. Cyber Command (USCYBERCOM) J5 Plans and Policy Directorate (J5), the staff, subordinate commands and Service components.
  • Budgets and executes funds required for the operations of J5 programs and participates in the USCYBERCOM PPBE process.
  • Maintains a liaison with USCYBERCOM’SJ8 Budget Office, Army Staff and Army Commands, Joint Staff, Office of the Secretary of Defense (OSD), Defense Finance and Accounting Service (DFAS), other Federal Agencies and Services.
  • Performs an audit function within theJ5 on all resourcing contracts and documentation to ensure the integrity, propriety, and accuracy of all J5 projects.
