Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Naval Foundry and Propeller Center (NFPC), Funds Control/Admin Service Staff Department located in Philadelphia, PA a detachment of NORFOLK NAVAL SHIPYARD.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience understanding budgetary policies, precedents, procedures, and regulations.

Experience processing financial transactions and reports, issuing funding documents, using Navy ERP. Experience applying Financial Management Regulations, Federal Appropriation Law.

Experience applying policies, precedents, regulations, and guidelines of financial oversight, budget formulation, and/or budget execution.

  • You will formulate budget and estimates to support plans, programs, and activities.
  • You will review and evaluate budget requests, control, and reporting of obligations and expenditures.
  • You will develop, determine, and interpret budgetary policies and practices.
  • You will analyze and recommend costs and benefits of alternatives methods of financial management of organization’s programs and administrative operations.
  • You will implement legal and regulatory controls over approved budgets.
  • You will provide advice on effective and efficient methods for the acquisition and use of funds to support the organization’s programs and activities.
