Job Description

Summary

This job involves managing travel programs for the U.S.

Navy, including overseeing the Defense Travel System and government credit cards, analyzing data to improve efficiency, and providing training and support to staff.

Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the TRAVEL BRANCH of COMMANDER US FLEET FORCES COMMAND.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience in performing the roles and responsibilities as ECH 2, ECH 3 or Staff Organizational Defense Travel Administrator (ODTA) and as a HL 3, HL4 or Staff Agency Program Coordinator (APC/Alternate) for the Government Travel Credit Card (GTCC).

Experience in providing analytical and interpretive functions associated with the administration of Travel, the Defense Travel System (DTS) and the Government Travel Charge Card (GTCC) programs.

Experience in establishing and maintaining effective working relationships with related staff at all levels through clear, courteous, and effective communication with both internal and external customers.

Experience in actively participating and collaborating with team members to achieve mission objectives, while fostering and maintaining a positive relationship with co-workers, team members, peers, and supervision.

  • You will provide Travel, DTS and Government Travel Credit Card (GTCC) oversight and direction to U. S. Fleet Forces and Subordinate Commands.
  • You will research and apply a wide variety of qualitative and/or quantitative methods to identify, assess, analyze and improve travel team effectiveness and efficiency.
  • You will possess understanding of Joint Travel Regulation (JTR), Financial Management Regulation (FMR), DoD Instruction (DODI) Navy Policy for Operation and Management of the Government Travel Charge Card and Navy Defense Travel System.
  • You will establish and maintain effective working rapport with Military and Civilian staff at every level, including internal and external customers through clear, courteous, and effective communications with customers.
  • You will collect, review, and analyze data for validity, filing and submission to Navy Program Management Office (PMO) and DON Consolidated Card Program Management Division (CCPMD) as required.
  • You will conduct as well as prepare for assessments or audits by coordinating with auditors, IG’s, FIAR team members, Program Management Office (PMO) and Financial Management Office (FMO).
  • You will provide impromptu training as needed to both internal and external customers as well as Leadership.
  • You will research and respond to complex questions from, and issues encountered by customers regarding accurate accounting data, correcting discrepancies and rejects.
