Job Description

Summary

This job involves analyzing financial systems and data for the Department of Defense to ensure accurate pay and financial operations, identifying issues, and recommending fixes.

It's a starting position at GS-9 level with potential to advance to GS-11 based on performance.

A good fit would be someone with a background in finance or accounting, either through education like a degree or hands-on experience in handling financial data and systems.

Key Requirements

  • One year of specialized experience equivalent to GS-07 (for GS-9) or GS-09 (for GS-11) in financial systems analysis, including identifying problems and recommending solutions
  • Related financial degree (e.g., Finance, Accounting, Management, Actuarial Science) or equivalent combination of education and experience

Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

Applicants MUST have related financial experience AND/OR a related financial degree (examples include: Finance, Accounting, Management, Actuarial Science, or related), in addition to meeting Office of Personnel Management (OPM) minimum qualification requirements.

Substitution of combination of education and experience must still, in conjunction, minimally satisfy the DHA qualification requirement.

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria.

To be hired at the GS-9 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-07 grade level in the federal service performing financial systems analysis in support of finance mission and applying knowledge of financial management principles as they relate to automated financial systems processing and operations.

Specialized experience is defined as: Analyzing financial systems or data to identify problems and recommend solutions.

SUBSTITUTION OF EDUCATION FOR GS-9 SPECIALIZED EXPERIENCE: A Master's or equivalent graduate level degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B.

or J.D. may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

To be hired at the GS-11 entry grade level, applicants must minimally have: One year of specialized experience equivalent to the GS-09 grade level in the federal service performing complex data analysis and evaluation of financial systems, policies, procedures, and regulations to ensure the continuity of a financial system's operations.

Specialized experience is defined as: Analyzing complex financial data to identify weaknesses, resolve discrepancies, and recommend improvements.

SUBSTITUTION OF EDUCATION FOR GS-11 SPECIALIZED EXPERIENCE: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M.

may be substituted to meet the specialized experience requirement. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.

Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements.

This position is developmental and selections may be made at the GS-9 entry grade level.

Once eligibility and qualification requirements are met, selectees will be eligible for promotion at management discretion to the GS-11 grade level without further competition.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Major Duties:

  • Monitors and evaluates operations and systems for effectiveness and compliance with internal controls established locally or by higher headquarters.
  • Performs the full range of financial management analysis and regulatory research work by applying established financial analysis principles, concepts and practices to a wide variety of difficult problem.
  • Develops standard work processes to enhance detection and correction of errors, uniformity of application of procedures, and improvement of function productivity.
  • Analyzes and evaluates financial management accounting systems, public laws, governing policies, guidelines, rules, regulations, and precedents.
  • Collects and analyzes customer service data to determine levels of customer satisfaction and customer desired levels of service.
