Full Job Description

Defense Finance and Accounting Services (DFAS) mission is to lead the Department of Defense (DoD) in finance and accounting by ensuring the delivery of efficient, exceptional quality pay and financial information.

This position is being filled under the Direct Hire Authority for Certain Personnel of the Department of Defense via delegated authority by the Office of the Secretary of Defense.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as: Leading and participating in information technology (IT) project management activities, such as defining project scope, developing project plans, and managing resources; gathering and documenting financial system functional requirements to support system modernization and enhancement; and providing contractor oversight, including monitoring performance and ensuring deliverables meet government standards.

This experience should demonstrate a comprehensive understanding of financial management systems and the project lifecycle.

Major Duties:

  • Conducts in-depth analyses of automated financial systems and processes. Responsible for evaluating data integrity, testing internal controls and audit trails, and recommending system improvements and modernizations.
  • Researches and analyzes complex system issues, new legislative initiatives, and major process changes. Develops and recommends new policies and procedures impacting financial management operations and systems.
  • Serves as a technical expert, collaborating with contractors and internal/external stakeholders to plan, coordinate, and resolve complex system issues. Justifies and defends management actions involving system changes.
  • Evaluates current and future automated information system requirements to support strategic initiatives. Recommends improvements, simplifications, and technological advancements to modernize financial management systems.
  • Researches and analyzes complex payroll systems issues; developing and defining the most difficult systems requires and modifications.
