  • General experience in clerical or office work demonstrating ability to acquire financial knowledge and skills
  • Proficiency in collecting, analyzing data, communicating effectively in English (written and verbal), and presenting briefings
  • Detailed understanding of financial regulations, laws, and directives for resolving pay and entitlement issues
  • Participation in the Financial Management Certification Program, achieving Level 2 certification within 2 years as required by NDAA 2012

Full Job Description

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2513P01 and is part of the KS 184 Wing, National Guard.

Military Grades: E2 through E5 Compatible Military Assignments: 6F0X1 *Must be willing and able to cross train into the compatible AFSC GENERAL EXPERIENCE: Experience with clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Such as to apply and evaluate the applicant's competencies; military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.

The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited below: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Skilled in applying procedures and directives by reading and interpreting program material SPECIALIZED EXPERIENCE: Must have 1 year experience equivalent to at least the GS-9 level.

Extensive knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel entitlements.

A detailed grasp of governing regulations and a thorough understanding of pertinent laws, regulations, and other technical criteria to determine propriety of entitlements and pay.

Detailed knowledge of related financial regulations and rulings covering diverse types of pay transactions to typically function as a technical authority for the resolution of an extensive range of issues or problems.

ADDITIONAL CONDITIONS OF EMPLOYMENT: Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.

Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Incumbent shall comply with the requirements of this certification program. Major Duties:

  • As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will plan, coordinate, and perform comprehensive Accounting and Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs.
