Chief Financial Officer (CFO) for the New York/New Jersey VA Health Care Network, Veterans Integrated Service Network (VISN) 2, serves as the accountable official for financial activities within VISN2.
The CFO has direct operational and supervisory responsibilities for accounting functions, budget, payroll, employee travel, and non-MCCF accounts receivable across the network, working closely with financial management activities to ensure compliance with departmental and VHA financial policies.
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/13/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement.
In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized Experience: you must have one year of specialized experience equivalent to at least the next lower grade, GS-14, in the normal line of progression for the occupation in the organization that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Chief Financial Officer.
Examples of specialized experience would typically include, but are not limited to: Serving as a financial officer supervising and exercising control over employees, providing executive and technical guidance; line authority over payroll, agent cashier, employee travel, accounting and finance, budgeting, progress and statistical reporting and analysis, fiscal law, financial management automation, and assists in the initiations and/or development of plans and programs, applying common financial management methods and various budgets and cost functions involving formulation, justification, and/or execution for organization, programs or projects; advising and assisting the management officials of the organization served by supplying financial management advise required to make management decisions, establish organizational goals and objectives; applying federal accounting standards, fiscal law, policies, regulations, principles, standards, internal controls and procedures to financial management activities.

You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week.
Part-time experience will be credited on the basis of time actually spent in appropriate activities.

Physical Requirements: The position is primarily of an administrative nature in an office setting, however where travel to work sites is required there may be light physical work required, such as walking, climbing stairs., carrying of light objects, etc.

Major Duties:
Provide technical support to budget formulation functions maintained at the field facility level; Leader in negotiating opportunities to obtain, re-engineer, share and conserve resources in areas of staff, funding, communication and training; Conducts analytical studies, financial analysis, program planning and outcomes evaluations; Works with VISN leadership in developing and implementing a financial plan and budget; Recommends appropriate allocation of resources to the VISN health care facilities; Provides support for assessments, cost-benefit analysis, and assists with business planning and monitors fiscal viability; Carries out and ensures full compliance with all federal, departmental and VHA financial policies, regulations and procedures; Responsible for achieving financial performance goals; Provides authoritative advice and expertise in all areas of resource utilization; Supports VHA and VISN long and short-range business strategies; Provides direct supervision, consultation, and training for finance staff; Fosters a corporate culture of public service, accountability and excellence; Other duties as required.
