Summary

This job involves analyzing and supporting financial operations for the Air National Guard, including budgeting, accounting, and ensuring programs run efficiently without waste or fraud.

Key Requirements

Full Job Description

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2515P01 (GS-7) / D2514P01 (GS-9) and is part of the KS 184 Wing, National Guard.

Military Grades: E2 through E5 Compatible Military Assignments: 6F0X1 *Must be willing and able to cross train into the compatible AFSC GENERAL EXPERIENCE: Must have clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled.

Such as to apply and evaluate the applicant's competencies; military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments.

The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited below: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; and, Skilled in applying procedures and directives by reading and interpreting program material SPECIALIZED EXPERIENCE GS-7: Must have at least one year experience equivalent to the next lower level.

Basic knowledge of budget and accounting regulations, laws, directives, ledgers, and journals.

Knowledge of business, financial and management principles and practices sufficient to assist in the administration of stakeholder organizations, budget and accounting methods and controls.

Knowledge and skill in audit and internal control program to identify problem areas and determine the action required to improve operating program effectiveness and prevent waste, fraud and abuse.

Knowledge of multi-organizational missions and functions, administrative regulations and operating procedures and program goals as they relate to the organization.

SPECIALIZED EXPERIENCE GS-9: Must have at least one year experience equivalent to the next lower level.

Such experience includes; knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies to respond to special inquiries and task organizations for information and responses.

Working knowledge of financial system.

Perform studies related to management improvement, productivity improvement and management controls to analyze and evaluate criteria for the enhancement of all assigned Pay programs (Military Pay, Civilian Pay, Accounts Payable, and Travel Pay).

Ability to apply fact-finding and investigative techniques to perform studies and analysis of data and the ability to research and analyze directive and regulations to assess their impact on current and planned operational initiatives.

ADDITIONAL CONDITIONS OF EMPLOYMENT: Members of the financial management workforce are required to participate in the Financial Management Certification Program; therefore, achieving certification is a condition of employment.

Members of the financial management workforce must achieve the appropriate certification level for their positions within 2 years of notification of applicable certification requirements or the period of any extension.

This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.

Incumbent shall comply with the requirements of this certification program. Major Duties:

  • As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07/09, you will plan, coordinate, and perform Financial Management analysis, support and review, of base level accounting and financial management programs.
