Full Job Description

You will serve as a FINANCIAL MANAGEMENT ANALYST in the Assistant Secretary of Navy of ASN.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience with budget execution processes to include control, distribution, and execution of funds.

Experience analyzing financial data to prepare reports and respond to inquiries on budget execution, obligation rates, and expenditure trends.

Experience applying fiscal laws, policies, and regulations to ensure financial operations are compliant and support audit readiness.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: Experience overseeing a budget lifecycle and managing the distribution and execution of multiple appropriations.

  • You will display skill in meeting needs of internal and external customers in the development of defense financial management content for accountants, financial analysts, budget analysts, auditors, and financial technicians.
  • You will demonstrate skill in managing budgets and contractor teams to deliver financial management workforce development solutions for a worldwide customer base of civilian and military staff.
  • You will serve as the central authority for all budget execution and funds control matters, leading a team of analysts responsible for the funds control, distribution, and execution of multiple appropriations for 19 distinct activities.
  • You will provide direct financial oversight, expert guidance, and customer support to ensure sound financial management practices are followed.
  • You will develop, implement, and enforce standardized financial controls and processes to enhance efficiency, mitigate risks, and support Financial Improvement and Audit Remediation (FIAR) objectives
  • You will guarantee the accurate and prompt recording of all financial transactions within Navy's core accounting systems.
  • You will prepare and present comprehensive reports, briefs, and financial status updates on budget execution, obligation rates, and expenditure trends to senior leadership for strategic decision-making.
  • You will interpret and apply guidance from OMB, OSW, SECNAV, FMB, and other regulatory bodies to ensure all financial operations remain fully compliant with fiscal law and policy
