Job Description

Summary

This job involves managing budgets, analyzing financial data, and ensuring proper use of funds for Navy aviation programs, using specialized software to track spending and provide advice on financial rules.

A good fit would be someone with experience in government or business finance who is detail-oriented, good at problem-solving, and comfortable communicating complex ideas clearly.

It requires at least one year in a similar role to handle planning and reporting tasks effectively.

Key Requirements

  • At least one year of specialized experience equivalent to GS-12 level in financial management, including budget planning and execution
  • In-depth knowledge of Navy Enterprise Resource Planning (N-ERP) or similar ERP systems for inputting and extracting financial data
  • Ability to develop spend plans and budgetary requirements while following fiscal laws and regulations
  • Skills in analyzing financial data to identify issues, make recommendations, and prepare comprehensive reports
  • Experience reviewing reports and records to monitor obligations, expenditures, and fund execution
  • Proficiency in evaluating plan changes, proposing solutions, and communicating effectively orally and in writing to resolve conflicts
  • Familiarity with providing guidance on financial policies and legalities to department heads and staff

Full Job Description

You will serve as Financial Management Analyst in the Comptroller Group, Financial Systems Department, and Management Information Systems Division of NAVAIRWARCENAC DIV.

Your resume must demonstrate at least one year of specialized Financial Management Analyst experience equivalent to the GS-12 Grade Level or equivalent Pay Band in the Federal Service or equivalent experience in the private or public sector.

Examples of qualifying specialized experience include: (1) Utilizing in-depth working knowledge of Navy Enterprise Resource Planning Tool (N-ERP) or similar ERP program tool to input and extract financial data for budget planning, formulation, and execution; (2) Developing spend plans and budgetary requirements; (3) Executing funds following all fiscal laws and regulations; (4) Applying complex financial laws and regulations to provide advice on sources and uses of funds; (5) Analyzing and interpreting financial data or related information to develop recommendations to correct gaps and conflicts in the data; (6) Preparing comprehensive reports to ensure projects are expending funding properly; (7) Reviewing reports, documentation, records, data, and other materials to monitor and control obligations and expenditures; (8) Ensuring funds are being executed properly through all stages of encumbrance; (9) Evaluating changes in plans and proposing new course of action to mitigate deviation from plan; and (10) Communicating, orally and in writing, to resolve team conflict in a positive manner, while maintaining or increasing team morale.

  • You will provide resources support with primary emphasis on financial management and planning for assigned financial management program.
  • You will perform work related activities in any of the phases or systems of budget administration.
  • You will interface with department heads and their staff members to provide guidance regarding financial management and policy as well as the legalities of the financial system.
  • You will analyze and recommend the costs and benefits of alternative methods of financial management of organizations programs and administrative operations.
  • You will use a financial management system (e.g., Enterprise Resource Planning (ERP) business and financial system, Navy Enterprise Resource Planning (N-ERP) system, or similar system) to accomplish assigned program goals and objectives.
  • You will communicate with internal and external contacts to present, justify, defend, negotiate or settle matters involving significant or controversial issues.
  • You will accomplish other duties as assigned.
