Job Description

Summary

This job involves managing travel-related finances for the Navy, including helping people use the Defense Travel System, ensuring compliance with rules, and handling government credit cards for travel expenses.

It also includes creating budgets, training staff on travel policies, and reviewing financial reports to keep everything accurate.

A good fit would be someone with experience in financial administration, especially in government or military settings, who is detail-oriented and comfortable with financial software.

Key Requirements

  • At least one year of specialized experience at GS-11 level or equivalent, including assisting with Defense Travel System (DTS) for orders, authorizations, and vouchers
  • Monitoring DTS operations, compliance, audits, and ensuring successful functionality
  • Knowledge of Department of Defense Financial Management Regulation (DODFMR) and Joint Travel Regulations (JTR)
  • Managing Government Travel Charge Card (GTCC) programs, including individually billed and centrally billed accounts, funding documents, and transaction reconciliation
  • Proficiency in financial systems such as Navy Enterprise Resource Planning (ERP), DTS, and GTCC
  • Developing spend plans, obligation phasing, and tracking budget variances throughout the execution cycle
  • Interpreting travel policies, conducting training sessions, and maintaining documentation for the travel program

Full Job Description

You will serve as a Financial Management Analyst in the N02-F Comptroller of COMMANDER US NAVAL FORCES EUROPE.

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience includes: 1) Providing customers with assistance with the Defense Travel System (DTS) with orders writing, reviewing and approving authorizations and vouchers; 2) Monitoring functional aspects of the Defense Travel System to ensure continues successful operation, compliance tools audits/travel audits; 3) Applying the rules and regulations of the Department of Defense Financial Management Regulation (DODFMR), and the Joint Travel Regulations (JTR) ; 4)Managing the Government Travel Card Individually Billed Account and Centrally Billed Accounts and generating funding documents and reconciliation of financial transactions 5) Using various financial systems not limited to Navy Enterprise Resource Planning System (ERP), Defense Travel System (DTS) Government Travel Charge Card (GTCC) program; and 6)Developing a spend plan, obligation phasing plan and tracking variances throughout budget execution cycle.

  • You will interpret new or proposed travel policies, DoD Financial Management Regulation (DoD FMR), Joint Travel Regulations (JTR) procedure regulations, legislation and assess impact to the Department of the Navy (DON) travel program.
  • You will develop, organizes and conducts training sessions for command travelers, Reviewing/Approving Official.
  • You will maintain and document the completion of training throughout all directorates and offices on the requirements and entitlements of the Defense Travel System travel program
  • You will assume responsibility for all administrative and financial tasks related to the Defense Travel System and the Government Travel Charge Card program to include policy development, issuance, card utilization, billing, and termination.
  • You will review bank reports and accounts to ensure payments are reconciled in accordance with current travel regulations.
  • You will complete assessments of the Travel Budget Financial Plan to determine the accuracy of pertinent allocations per Fiscal Year.
  • You will use the Defense Travel System, Government Travel Charge Card Program, Command Debt Management Monitor program to manage the travel program approving travel authorizations and vouchers.
